MANILA, Philippines — Pinag-aaralan ng Philippine National Police ang pagrerekomenda ng social media ban para sa mga menor de edad, katulad ng ipinatupad sa Australia, upang mapigilan ang online radicalization at mga insidente ng pamamaril sa paaralan.
Inihayag ni PNP chief Gen. Jose Melencio Nartatez Jr. ang panukala matapos ang 44th Association of Southeast Asian Nations Chiefs of Police Conference sa Pasay City, kung saan unang tinalakay ang school shootings kasama ng online exploitation, trafficking at iba pang krimeng nakaaapekto sa mga bata.
“Upon coordination, upon talks, meetings with our neighboring countries as well as our dialogue partners, mayroon silang ibang batas and we’ll try to consider [it] (They have a different law, and we’ll try to consider [it]),” sinabi ni Nartatez.
“If other nations are looking after the law in Australia, pwede naman natin gayahin din (we can also copy it) or will improve.”
Ang Australia, na dialogue partner ng ASEANAPOL, ay nagpasa noong nakaraang taon ng batas na nagbabawal sa paggamit ng social media ng mga edad 16 pababa.
Ayon kay PNP Director for Investigation and Detective Management Brig. Gen. Matthew Baccay, maaaring irekomenda ng pulisya sa Kongreso ang kahalintulad na paghihigpit.
“It was agreed that perhaps we can borrow certain legislation to prevent the issue of social media and other platforms that are accessible to our children,” sinabi ni Baccay.
Isinusulong ang panukala kasunod ng school shooting sa Tacloban City noong Hunyo na ikinasawi ng tatlong estudyante at ikinasugat ng 20 iba pa. Iniugnay ng PNP ang ginawa ng dalawang menor de edad na suspek sa matinding exposure sa online violence sa social media at sa marahas na sandbox game na GoreBox.
Inatasan din ni Nartatez ang lahat ng yunit ng PNP na ipatupad ang mga resolusyon ng ASEANAPOL kaugnay ng intelligence sharing, cybercrime investigations at anti-scam operations.
Inaprubahan sa kumperensya ang pagpapalakas ng regional cooperation laban sa cybercrime, online scams, ilegal na droga, terorismo, human trafficking, firearms smuggling at financial, wildlife at maritime crimes. Sinuportahan din ng mga delegado ang modernisasyon ng Electronic ASEANAPOL Database System, pagpapalawak ng forensic cooperation, police training at personnel exchanges.
Malugod ding tinanggap ng PNP ang pag-endorso sa Timor-Leste bilang ika-11 miyembro ng ASEANAPOL, na sasailalim pa sa pormal na pag-apruba sa pamamagitan ng Joint Communique.
