CARDIN̈O LEAVES NIR STRONGER, TAKES ON BIGGER TEST

FOUR months is hardly enough time to build a legacy. But PBGen. Romano Cardiño proved that leadership is measured not by the length of an assignment, but by the difference a commander makes.

After nearly four months at the helm of the Police Regional Office Negros Island Region, Cardiño leaves NIR with his record intact and his reputation strengthened as he takes on a much bigger and more demanding challenge as Director of Police Regional Office 8.

He assumed command of PRO NIR on May 8 and left on Sept. 7, just one day short of completing four months.

During his brief tenure, Cardiño pushed harder against illegal drugs, wanted persons, loose firearms, illegal gambling and other criminal activities.

His SAFE NIR philosophy also strengthened community-oriented policing, while the expansion of Dial 911 improved emergency access and police responsiveness.

Now, the responsibility becomes considerably larger.

As PRO8 chief, Cardiño will oversee six provinces — Leyte, Samar, Northern Samar, Eastern Samar, Southern Leyte and Biliran — and seven cities, including Tacloban, Ormoc, Baybay, Calbayog, Catbalogan, Borongan and Maasin.

Eastern Visayas is a vast and geographically challenging area covering the islands of Leyte, Samar and Biliran, with a 2024 population of about 4.63 million.

He, however, is not starting from zero. He brings experience in aggressive law enforcement, police visibility, organizational discipline and community-based policing.

His transfer is more than a routine reassignment. It is a vote of confidence from PNP leadership that the officer who helped strengthen a young regional command can now handle an even larger one.

Cardiño leaves NIR with a legacy — but enters PRO8 with a mission. And in Eastern Visayas, he will have the opportunity to prove once again that great leadership is not gauged by how long you command, but by how much safer and stronger you leave the people you serve.
