SCHOOL security is often discussed in terms of gates, guards, cameras and police visibility. But there is another question that deserves equal attention: what happens after the first sign of danger?
That is where PBGen. Dominic Baccay’s B.E.S.T. School Alert and Rapid Response System of Police Regional Office 4A enters the picture.
B.E.S.T. stands for Build Partnership, Early Detection, Swift Alert and Tactical Response.
More than an acronym, it represents an effort to connect schools directly with the police during emergencies and reduce the time between detection and intervention.
Participating schools in CALABARZON equipped with an alert button can send an emergency signal directly to the police station covering their area.
Provincial and regional command centers can monitor the alert, allowing information to move through the police command structure while responders are being mobilized.
What gives the initiative greater credibility is that it has already undergone an actual simulation.
During its launching at Camp BGen. Vicente P. Lim in Calamba City, selected schools activated their alert buttons.
Signals were received, police coordination followed, responders were mobilized and the developing situation was monitored through command-center dashboards.
Baccay also made school safety a shared responsibility.
DepEd CALABARZON, emergency responders, government agencies, schools and parents were brought into the initiative, recognizing that protecting students requires coordination beyond the police organization.
The concept also caught the attention of Philippine National Police Chief Gen. Jose Melencio “Tateng” Nartatez Jr., who was impressed by the system and said the PNP could implement a similar approach nationwide.
That statement gives B.E.S.T. a significance beyond CALABARZON.
Baccay has placed a practical tool on the table — one that could help schools communicate faster, police respond sooner and communities coordinate better.
That is how B.E.S.T. makes every second count.
