SINCE assuming command of Police Regional Office 5, PBGen. Randy Glenn Silvio has introduced a number of programs and initiatives designed to strengthen police operations, investigations, public safety and personnel welfare across Bicol.

One of his key initiatives is the regular Warrant Day, which places greater emphasis on the systematic service of arrest warrants and the pursuit of wanted persons.

The program seeks to ensure that long-standing warrants are actively monitored and acted upon by police units.

Silvio has also directed the region-wide adoption of Investigation Solution Automatic Verification or ISAV, to strengthen the checking of criminal records and provide investigators with additional information during police operations.

Another initiative is the activation of Special Investigation Teams for major cases.

The program is intended to ensure that significant incidents receive immediate investigative attention, with regional headquarters providing support when necessary.

For police personnel, Silvio launched the BAGAS program as a welfare initiative designed to provide regular assistance to members of PRO5.

The program reflects his emphasis on looking after the needs of police officers and their families while they perform their duties.

He has likewise strengthened the operational readiness of the Regional Mobile Force Battalion through additional search-and-rescue equipment and other field necessities.

Plans for additional mobility assets, drones, communication and internet devices and generator sets are intended to improve the capability of police units during emergencies and disaster response.

Silvio has also emphasized preparedness for major public events, with police deployment, crowd management, traffic security and coordination with local government and other agencies forming part of the regional security strategy.

Taken together, these initiatives show an approach centered on stronger enforcement, technology-supported investigation, rapid response, disaster preparedness, public safety and police welfare.

His continuing challenge is to translate these programs into sustained improvements in peace and order throughout Bicol.
