MANILA, Philippines – Plano ni Senador Ronald “Bato” Dela Rosa na humingi ng proteksiyon sa Senado mula kay Senate President Francis “Chiz” Escudero at hilingin sa Mataas na Kapulungan na tanggihan ang pag-aresto sa kanya sakaling isilbi ng International Police Organization (InterPol) ang warrant of arrest ng International Criminal Court (ICC).
Nitong Miyerkoles, binasag ni Dela Rosa ang pananahimik ilang oras matapos arestuhin si dating Pangulong Rodrigo Roa Duterte na ngayon nakakulong sa ICC headquarters sa The Netherlands upang litisin sa kasong crimes against humanity na resulta ng madugong war on drugs ng nakaraang administrasyon na kumitil ng libu-libong drug suspects.
Sa phone patch interview, sinabi ni Dela Rosa na kakausapin pa niya si Escudero sa mas lalong madaling panahon dahil nakaamba na ang warrant of arrest laban sa ilan pang personalidad na sangkot sa war on drugs.
Naisama si Dela Rosa bilang chief implementer ng war of drugs o Oplan Tokhang ng Duterte administration sa kasong crimes against humanity na isinampa ng pamilya ng drug war victims sa ICC sa pangunguna ni ni dating Senador Antonio Trillanes III.
“Hanggat kaya ng Senate President [na] kupkupin muna ako na hindi muna niya ako i-surrender kung may warrant of arrest na [at] may session kami. I hope respetuhin din siya ng executive branch of government kasi meron naman yang mga ganon na protocol,” ani Dela Rosa.
Isa sa ilang pribelihiyo ng miyembro ng Kongreso ang hindi puwedeng arestuhin pero may kaukulang probisyon sa Saligang Batas.
Nalatakda sa Section 11, Article VI ng 1987 Constitution na esipisipikong nagsasabi na: “that a senator or a member of the House of Representatives shall, in all offenses punishable by not more than six years imprisonment, be privileged from arrest while the Congress is in session.”
“These privileges are thus secured not with the intention of protecting the members against prosecutors for their own benefit, but to support the rights of the people, by enabling their representatives to execute the function of their office without fear of prosecution, civil or criminal,” ayon sa Constitutional provision na ginamit sa Senate website.
