MANILA, Philippiens – DAPAT na ikunsidera ng Department of Environment and Natural Resources (DENR) ang pagsulpot ng posibleng major earthquake na tinawag bilang “Big One” pagdating sa reclamation projects sa Manila Bay.
Sa press briefing sa Malakanyang, sinabi ni DENR Secretary Antonia Yulo Loyzaga na ang reclamation projects ay kailangan sa pagpapahusay o pagpapabuti sa ekonomiya, iyon nga lamang kailangan na ikunsidera rin ang epekto nito sa ekolohiya.
“I think what’s important is reclamation has a certain value, obviously in terms of the economy. However, we need to do the cost benefit analysis in terms of the impact to the ecology and the longer term impact in terms of possibly what could result from climate change,” ayon kay Loyzaga.
“For example, sea level rise needs to be considered, the different possible geological events that could actually take place —as you know, there has been a lot of talk about the ‘big one’ ‘no,” dagdag na pahayag nito.
Dapat din na ikunsidera ang pagtaas ng sea level sa pagsasagawa ng reclamation projects.
“All of these need to be taken to consideration in terms of scenarios for reclamation as well as the subsidence that is ongoing because of the extraction of groundwater from the coastal areas of Manila Bay,” dagdag na wika ni Loyzaga.
Sa kabilang dako, inulit naman ni Loyzaga na ang DENR ay nagsagawa ng pinagsama-samang epekto sa assessment ng reclamation projects para ipakita ang epekto ng proyekto sa Manila Bay.
Nito lamang nakalipas na Pebrero, sinabi ng Philippine Reclamation Authority (PRA) na sisimulan nito ang pagpupunan sa lupa sa isa sa tatlong reclamation projects ngayong taon sa bay area.
“The project is a mixed development, institutional, residential, and commercial,” ayon naman kay PRA assistant general manager Joseph Literal.
Ang permit para sa proyekto ay nakompleto mula 2019 hanggang 2021 sa ilalim ng administrasyong Duterte.
Tinatayang may 5,000 ektarya ng Manila Bay ang kailanga para sa kabuuang 13 reclamation projects na inaprubahan. Kris Jose
