MANILA, Philippines – IPINAHAYAG ng Bureau of Internal Revenue (BIR) na mandatory ang pagbibigay ng diskwento sa mga bibilhin ng mga senior citizen at persons with disabilities sa “online”.
“Online platforms should recognize the mandatory discounts given to senior citizens (SC) and persons with disabilities (PWD). The BIR has issued Revenue Regulation (RR) No. 8-2023 to this effect,” saad sa pahayag ni BIR Commissioner Romeo Lumagui Jr.
“The signature of the SC/PWD is not needed if the purchase is made through online means. The SC/PWD Identification card number should still be provided,” dagdag pa ni Lumagui.
Sa ilalim ng Revenue Regulations No. 8-2023, sinabi ng BIR na ang pirma ng SC o PWD ay hindi na kinakailangan para sa mga kwalipikadong bibilhin ng mga ito gamit ang online o sa pamamagitan ng mga mobile application.
“Nonetheless, the SC/PWD Identification Card number should still be provided by the SC/PWD when purchasing through online or mobile platforms; and the rules on entitlement to the benefits of the SC/PWD and to the tax deduction… and to future issuances pertaining to SC/PWD purchases through online or mobile applications, shall be strictly followed,” saad ng RR.
Samantala, ang BIR ay nagmumungkahi na magpataw ng creditable withholding tax na 1% sa kalahati ng kabuuang remittance ng mga online platform providers sa kanilang mga partner na nagbebenta o merchant.
Iginiit ng BIR na hindi umano ito bagong buwis at ang koleksyon nito ay nasa loob ng mga umiiral na batas.
Ipinagtanggol ni Finance Secretary Benjamin Diokno ang plano ng BIR na mangolekta ng creditable withholding tax na 1% mula sa mga partner-merchants ng mga online platform at sinabing gagawin nitong “patas” ang sistema ng buwis. Jay Reyes
