TAGUIG CITY, Philippines – Nagpatuloy noong Biyernes, Oktubre 2, ang palitan ng pahayag nina Senate Minority Leader Alan Peter Cayetano at Sen. Panfilo “Ping” Lacson kaugnay ng patuloy na umano’y illegal reclamation sa Taguig Lakeshore area.
Naglabas si Lacson sa X ng 25-segundong video mula sa joint on-site inspection ng Office of the Ombudsman, Philippine Reclamation Authority (PRA), Land Registration Authority (LRA) at Department of Public Works and Highways (DPWH).
Sa video, makikitang iniinspeksyon ng mga awtoridad ang lugar kung saan nakita rin ang pagtatambak ng basura. Tinanong pa ng isang inspector kung may mga tauhan ang Laguna Lake Development Authority (LLDA) na nagmomonitor sa lugar.
“Paging DENR (Department of Environment and Natural Resources) and LLDA (Laguna Lake Development Authority) — Taken this morning during a joint Ombudsman-PRA-LRA-DPWH on-site inspection at Taguig Lakeshore area… If this isn’t a total display of impunity and disrespect for the law, I don’t know what is,” pahayag ni Lacson.
“Tuloy-tuloy ang illegal reclamation sa Taguig side ng Laguna Lake (Illegal reclamation on the Taguig side of Laguna Lake continues). Somebody feels he is above the law,” dagdag niya.
Ayon kay Lacson, may impormasyon din na ilang personalidad na konektado sa mga Cayetano ng Taguig ang maaaring may kaugnayan sa patuloy na reclamation.
Aniya, may ilang indibidwal na nagsasabing kabilang sa isang cause-oriented group na nagtungo sa Office of the Ombudsman noong Huwebes upang magprotesta laban sa Taguig LGU kaugnay ng reclamation.
“The names they mentioned as responsible were former Assistant District Engineer of Taguig-Pateros, Lamberto de Leon, Atty. Joel Montales and a certain Arjay Castañeda, all connected to the Cayetanos of Taguig,” ayon kay Lacson.
Samantala, sinabi ni Cayetano sa kanyang Facebook livestream na sinusuportahan niya ang mga imbestigasyon ng mga constitutional body, ngunit iginiit na dapat maging patas ang pagsisiyasat sa mga alegasyon ng korapsyon at mga ghost o iregular na proyekto sa Taguig.
“We submit completely to all those Constitutional principles, departments, bodies – whether it’s the Ombudsman, DOJ (Department of Justice), NBI (National Bureau of Investigation), at kung ano man na (and whatever) investigative body. Dapat masunod iyan… Imbestigahan niyo kasi karapatan niyo iyan (It should be followed. Investigate it because it’s your right). That’s why, I say, I respect all the ongoing investigation,” pahayag ni Cayetano.
“We believe in the law. Abogado ako (I’m a lawyer). I took an oath to uphold the Constitution and to follow the law. But the investigation has to be fair,” dagdag niya.
Kinuwestiyon naman ni Cayetano ang paraan ng sariling imbestigasyon ni Lacson, partikular ang umano’y pagpilit sa mga contractor na lumagda sa mga inihandang affidavit.
“Kapag sinubo mo ang isang affidavit sa isang tao, (at sinabing) ‘pirmahan mo iyan, kung hindi, kakasuhan kita,’ (If you force that affidavit on a person and told him to sign it, if not I will file charges against you), that’s asking him to give false testimony,” aniya.
“My point is, in everything we do, the process is important. Hindi pwedeng ‘the end justifies the means,’” sabi ni Cayetano.
Iginiit niya na dapat factual at naaayon sa tamang proseso ang imbestigasyon sa Taguig at iba pang flood control projects.
“It has to be done with the right methodology. It has to be done na factual,” aniya.
Hinimok din ni Cayetano ang mga Pilipino na magsalita laban sa aniya’y selective investigations na lalo lamang nagpapalaki sa mga problema ng bansa.
“Let me talk to all Filipinos regardless of our religion. Iisa bansa natin… Ang dami-dami na nating problema, bakit pa natin pinapadami at pinalalaki pa ang sarili natin mga problema (We have so many problems, why are we multiplying and magnifying all these problems)?” aniya.
“Siguro dapat bilang mga Pilipino, matuto din tayo magsabi (Maybe as Filipinos, we should know how to say) when enough is enough,” dagdag niya. RNT/MDS
