MANILA, Philippines – Nag-isyu ng kautusan ang Department of Trade and Industry (DTI) nitong Huwebes, Enero 2 na nagbabago sa licensing scheme para sa vape products na ibinibenta sa bansa.
Sa naturang kautusan, inoobliga ang mga nagbebenta na magkaroon ng bagong marking requirements sa ilalim ng Philippine Standards (PS) system.
Ang bagong regulasyon ay inanunsyo ng office for the special mandate ng DTI sa vaporized nicotine at non-nicotine products, mga devices, at novel tobacco products (OSMV) sa ilalim ng department administrative order (DAO) no. 24-11 (2024).
Ang pinakabagong issuance ay naglalaman ng supplemental technical regulations para sa dalawang naunang issuances, ang DAO no. 22-06 (2022) at DAO no. 24-02 (2024), na nakasasakop sa mandatory product certification procedures para sa vape at non-nicotine products.
“The import commodity clearance licensing scheme for DAO 22-06 and DAO 24-02 covered products shall no longer be recognized, provided that all covered products with valid ICCs may still be distributed and sold until supplies are exhausted,” saad sa rule 1 ng issuance.
Noong una, ang vape products na may ICC stickers ay ikinokonsidera ng DTI na dumaan sa certified quality at safety checks na ayon sa PS system.
Bukod sa pagbabago sa licensing procedure, updated din ang itsura ng PS certification mark logo.
“The PS certification mark logo issued by the BPS for DAO 22-06 (2022) and DAO No. 24-02 (2024) covered products shall still be honored. However, PS license holders shall be issued and are required to use the DTI-OSMV PS certification mark at the earliest possible opportunity.”
Binibigyang mandato rin ang mga manufacturer na ilagay ang volume ng consumable sa vapes sa device, at sa packaging mismo ng produkto.
Para sa nicotine salt o salt nicotine, dapat ay ilagay ang volumes sa increments na 1 milliliters (mL), 2mL, 3mL, 5mL o 10mL.
Sa freebase nicotine o classic nicotine, ang nakalagay na volumes ay dapat na 2mL, 3mL, 10mL, 30mL o 60mL. RNT/JGC
