MANILA, Philippines – Nanawagan ang rights group na Karapatan ng isang “independent” investigation sa operasyon ng militar sa Toboso, Negros Occidental na kumitil sa buhay ng 19 indibidwal, kabilang ang umano’y estudyante ng University of the Philippines (UP) student, isang local journalist at dalawang peasant advocates.
“We want to know the truth, what really happened that day,” saad sa pahayag ni Karapatan Secretary-General Tinay Palabay pagkatapos ng kilos-protesta na isinagawa sa labas ng Camp Aguinaldo sa Quezon City nitong Biyernes, Abril 24 para kondenahin ang insidente.
“We want to have a truly independent investigation into the incident because we don’t believe those 19 individuals were just killed like chickens,” giit ni Palabay.
Ngayong linggo ay sinabi ng 303rd Infantry Brigade of the Philippine Army na napatay ng mga sundalo mula sa 79th Infantry Batallion sa serye ng mga engkwentro sa Toboso ang lider ng rebeldeng grupo at nasa 18 umano’y miyembro ng New People’s Army (NPA).
Sa kabila nito, tinukoy ng UP Diliman University Student Council ang isa sa mga nasawi na si Alyssa Alano, na isang education at research councilor.
Sinabi rin ng Altermidya Network na ang isa pa sa mga nasawi na si RJ Ledesma, ay coordinator naman ng grupo ng mga mamamahayag sa Negros Island Region.
Samantala, tinukoy din ng grupong Kilusang Magbubukid ng Pilipinas at Tanggol Magsasaka ang dalawa sa mga nasawing indibidwal bilang mga advocate na sina Maureen Keil Santuyo at Errol Wendel.
Nitong Huwebes, dumipensa naman ang Army at sinabing ang mga engkwentro ay “legitimate military operation,” at nagtanong sa mga kritiko na, “Why are they at the encounter site itself, armed and shooting at soldiers?”
“Why don’t we take the question back to them? Why wouldn’t students be there? Those are plantations. There were farmers there,” tugon dito ni Palabay.
“As far as we know, Alyssa Alano was there to be immersed with the farmers,” dagdag pa niya.
Sa kaparehong araw, sinabi ng NPA na bagamat may mga napatay na rebelde sa operasyon noong Abril 19, ang iba ay mga sibilyan at human rights advocates.
Tinawag naman ng Karapatan ang naturang operasyon ng militar bilang masaker.
“There are many ways to minimize harm, using disproportionate force or excessive force… The problem is the military always does this and accuses everyone there of being an NPA member,” ani Palabay.
“Whether they are combatants or civilians, they should be accorded rights under the IHL. We have a domestic law. We are a party to the Geneva Conventions. And so, we must comply. It’s repetitive. They’re justifying killing people because of an encounter,” dagdag pa niya. RNT/JGC
