Kontrata ng BSP sa supplier ng Nat’l ID cards tinapos na

MANILA, Philippines – Kinansela na ng Bangko Sentral ng Pilipinas (BSP) ang kontrata nito sa supplier ng cards at mga kagamitan para sa Philippine Identification System (PhilSys) o National ID project dahil sa bigong maibigay ang nararapat na serbisyo na napagkasunduan ng dalawang panig.

Sa Notice of Decision to Terminate Contract, inabisuhan ng BSP ang AllCard Inc. (ACI) sa desisyon ng Monetary Board na may petsang Agosto 15, na tinatapos na nito ang buong kontrata sa pagitan ng dalawang Partido para sa “supply, delivery, installation, and commission of Lotus 1 Lot Lease of Card Production Equipment for a period of three years, including provisions of Technical and Maintenance Support personnel, training of BSP/PSA personnel, and supply and delivery of raw materials, consumable,s and wear-and-tear spare parts for 116 million pieces of PhilID cards.”

Tinukoy ng central bank ang mga sumusunod na dahilan sa pagkansela ng kontrata sa ACI:

– Failure to deliver any or all of the goods specified in the contract, amounting to more than 10% of the contract price —with ACI’s

– failure “to delivery enough raw materials within the specified period, even within the extension granted” and the supplier also

– failing to “maintain the production machinery due to unavailable machine spare parts causing prolonged machine downtime

– Failure to perform other obligations under the contract

Bigo rin umanong gawin ng ACI ang pag-comply sa valid instructions, pagbibigay ng komprehensibo at makatotohanang catch-up plan at nakapagtala ng 7% wastage na lampas sa 1% maximum allowable wastage.

Nakasaad sa abiso na hanggang nitong Hunyo 30, 2024 ay umabot sa mahigit 10% ng contract price ang cumulative liquidated damages dahil sa ACI.

Dahil dito, sinabi ng BSP na “The contract is hereby deemed terminated from receipt by ACI of the notice decision. No other paper or document shall be entertained by the Monetary Board.”

Sa naunang forum, sinabi rin ni BSP Governor Eli Remolona na, “we have decided to terminate actually the old contracts because the contractor for these IDs has not been able to deliver, so we have terminated the contracts.”

“We are negotiating for damages and at the same time we’re looking for a new vendor for this contract. But this is an issue and we’re working on that issue,” dagdag pa niya.

Sa panayam naman ng GMA News, inihayag ni
ACI president Roy Ebora na, “at the moment all I can say is we have filed a Motion for Reconsideration with the Monetary Board and we have an ongoing arbitration with the BSP.”

Paiimbestigahan ni Senate Minority Leader Aquilino “Koko” Pimentel III ang naturang usapin na umano’y mas magdudulot pa ng lalong delay sa paghahatid ng national IDs.

“Mukhang magkakaroon na naman ng further delay sa making and delivery of the national IDs. Dapat imbestigahan ‘yan ng Senado,” ani Pimentel.

Bumubuo na ng resolusyon si Pimentel na hihimok sa Senado para imbestigahan ang termination ng kontrata sa produksyon ng national IDs. RNT/JGC
