LTO mahaharap sa P1.27B disallowance kaugnay ng online portal system project – COA

MANILA, Philippines- Ipinag-utos ng Commission on Audit (COA) sa Land Transportation Office (LTO) na tugunan ang audit findings kaugnay sa proyekto nito kasama ang Dermalog o mahaharap ito sa disallowance of payments na nagkakahalaga ng P1.27 billion.

Ang Dermalog – isang German information technology contractor – ang nasa likod ng online portal Land Transportation Management System (LTMS) ng ahensiya.

Sa isang liham na ipinadala ng COA na may petsang Nov. 29, 2024, nakasaad na ang notice of suspension ay tumutukoy sa Road IT Infrastructure Project – Component A o LTMS ng LTO.

“The Audit Team has yet to receive the complete compliance and/or justifications from the Management on these noted observations/issues on the aforesaid [Audit Observation Memorandum],” ang mababasa sa liham para sa LTO.

“On May 21, 2024 and November 26, 2024, the Audit Team issued two follow-up letters to the LTO but still no response has been given by Management as of this date, hence, the issuance of this Notice of Suspension,” dagdag pa nito.

Sinabi ng COA na sinuspinde nito ang pag-audit ng ilang items sa LTMS project sa pagitan ng 2019 at 2022 matapos na ang LTO di umano’y hindi nagsumite ng tugon nito sa AOM.

Ang natuklasan ay base sa assessment ng 13 Technical Evaluation and Inspection Reports (TEIRs) na may petsang mula March 13 hanggang September 13, 2023.

Natuklasan din ng COA na mayroong “incomplete submission of documents, non-compliance with contract requirements, and issues on data and linkages.”

“Items suspended in audit, which are not settled within 90 days from receipt hereof shall become a disallowance pursuant to Section 82 of P.D. 1445 and COA Circular No. 2009-006 dated September 15, 2009, prescribing the Rules and Regulations on Settlement of Accounts,” ang nakasaad sa liham.

Kinokonsidera naman ang LTMS bilang cornerstone ng five-year IT modernization program ng LTO upang maging episyente ang ahensya at bigyan ang mga kliyente ng kaginhawaan sa online service.

“The system’s portal is a one-stop online shop that seeks to integrate all LTO services in a single contact-less database system and digital platform,” ayon sa ulat.

Matatandaang Marso ng nakaraang taon, sinabi ng LTO na pinag-aaralan nitong mabuti ang posibilidad na mapwalang-bisa ang kontrata sa Dermalog. Kris Jose
