MANILA, Philippines – Sinita ng Commission on Audit (COA) ang Land Transportation Office (LTO) sa mahigit siyam na milyong backlog pa rin nito sa license plates ng mga motorsiklo.
Sa annual audit report, sinabi ng COA na “huge accumulated balance of 9,115,374 pieces of motorcycle plate backlogs for CY 2023 and prior years.”
“The backlog on plates production, which was attributed to insufficient funds and delayed procurement of license plates for CY 2023, as well as the non-distribution of produced plates to registrants, indicated lapses in the LTO’s performance of its mandate to the detriment of registrants who have already paid for these plates,” dagdag pa sa report.
Bukod sa backlog sa motorcycle plates, nakita ng COA na ang 1,696,771 pares ng motor vehicle replacement plates ay “still not produced and delivered” sa regional offices para sa distribusyon.
Nagkakahalaga ng P763.55 milyon ang MV replacement plates na binayaran sa 2015 renewal registration.
Ayon sa COA, ilang MV replacement plates ay na-produce na at naihatid sa regional offices ngunit hindi pa naipapamahagi sa mga registrant nito.
Dahil dito ay inirekomenda ng komisyon ang pagpapabilis ng produksyon ng motorcycle plate at MV replacement plate.
Hinimok din nito ang LTO na ibigay na ang mga plaka sa mga registrant.
Sa report, nakapag-produce ang PMP ng 769,711 pares sa 2,561,629 replacement plates hanggang noong Disyembre 2023.
Inabisuhan ng COA ang LTO na makipag-ugnayan sa Department of Budget and Management (DBM) para sa agarang paglalabas ng pondo at mapabilis ang produksyon ng replacement plates at motorcycle plate backlogs.
Sinabi naman ng LTO na ipa-follow up nito ang hiling na nalalabing P2.1 bilyong pondo mula sa DBM “to completely address the backlogs for initially registered motorcycle from 2014 to 2022.” RNT/JGC
