MANILA, Philippines — Naghain ng mga resolusyon si Mamamayang Liberal party-list Rep. Leila de Lima upang imbestigahan ang patuloy na pagtaas ng presyo ng diesel sa bansa at ang epekto nito sa sektor ng transportasyon.
Sa House Resolution No. 914, hiniling ni De Lima na alamin kung bakit kabilang ang Pilipinas sa mga bansang may pinakamataas na pagtaas ng diesel prices sa kabila ng pagiging kapareho ng sitwasyon sa ibang oil-importing economies.
Layunin din ng panukala na suriin kung may kakulangan sa batas, pagbubuwis, regulasyon, at pagpapatupad ng kumpetisyon na nakaapekto sa kasalukuyang sitwasyon.
“The staggering surge in diesel prices raises urgent questions as to whether the present pricing regime under the downstream oil deregulation framework sufficiently protects the public against abuse, speculative pricing, market concentration, unjustified price movements, and the full and immediate transmission of external shocks to domestic pump prices,” ayon sa resolusyon.
Kasama sa imbestigasyon ang pagsusuri kung sapat pa ang Republic Act No. 8479 o ang Downstream Oil Industry Deregulation Act of 1998 upang maprotektahan ang publiko sa panahon ng global oil disruptions, at kung may sapat na kapangyarihan ang mga ahensya ng gobyerno laban sa posibleng price manipulation at anti-competitive practices.
Binigyang-diin ni De Lima na malawak ang epekto ng pagtaas ng diesel, hindi lamang sa mga motorista kundi pati sa transportasyon, logistics, agrikultura, at iba pang mahahalagang sektor.
“The extraordinary rise in diesel prices has far-reaching consequences beyond motorists alone, as diesel is a critical input in public transportation, logistics, food distribution, power generation, agriculture, fisheries, and other essential sectors, such that any significant increase in diesel prices directly fuels inflation and erodes household purchasing power,” dagdag pa sa resolusyon.
Sa hiwalay na House Resolution No. 915, hinikayat ni De Lima si Ferdinand Marcos Jr., ang Department of Transportation, at ang Land Transportation Franchising and Regulatory Board (LTFRB) na tugunan ang epekto ng pagtaas ng presyo ng langis sa mga driver, operator, at manggagawa sa transportasyon.
“Public transport drivers, operators, and workers cannot be made to solely absorb the continuing increases in fuel prices and operating costs,” ani De Lima.
“A fair and sustainable fare adjustment policy should be urgently implemented, while being mindful of the welfare of commuters and the riding public,” dagdag pa niya. RNT
