MANILA, Philippines – Pinuna ng Commission on Audit (COA) ang 22 sa 58 flood control projects ng Metro Manila Development Authority (MMDA) sa badyet na P510.58 million “for not being completed within the original contract time” hanggang noong Disyembre 31, 2023.
Ang delayed projects ay bahagi ng Phase 1 ng Metro Manila Flood Management Project (MMFMP 1).
Sa annual audit report, sinabi ng COA na ang delay ay dahil sa mahinang estratehiya sa pagmonitor at pagpatupad na kadalasan ay nagdudulot ng pagbabago sa target completion date.
Sinabi pa sa report na ang delay ay mula isa hanggang 310 araw.
Sa kabuuang 58 na proyekto, 39 ang nasa procurement ng goods at iba pang serbisyo, habang 19 lamang ang naipatupad. Mayroong 20 ang nasa implementation stage.
Sangkot sa 12 proyekto ang consultancy services, ngunit isa lamang ang naipatupad, lima ang on-going at anim ang hindi pa naipapatupad.
Sa pitong infrastructure projects, tatlo ang nakumpleto na, isa ang on-going at tatlo ang ‘for implementation.’
Batay sa pagsusuri, nakita ng COA na ang delay ay karaniwang dahil sa request ng supplier ng extension ng deliveries, pagpapalit ng procurement specifications, delay sa procurement activities at revision ng contract cost o duration.
Hindi naman naipatupad ang nasa 29 flood control projects na nagkakahalaga ng P371.029 million dahil sa ‘non-observance of the conduct of early procurement activities’ at kanselasyon ng proyekto.
Ayon sa Section 20 ng General Provisions of Republic Act No. 11639, pinapayagan ang mga ahensya na magsagawa ng early procurement activities basta’t naipasa na ang proposed national budget sa Kongreso, “notwithstanding mandatory procurement timelines.”
Ipinunto ng COA na nagtamo ng P32.9 milyong commitment fees ang pamahalaan mula 2018 hanggang 2023 kaugnay sa loan components ng MMDA dahil sa implementation delays.
“The foregoing observations indicate non-observance by the MMDA of the conduct of early procurement activities. It also manifested the Project Management Office’s inadequacy of strategies to strictly implement the planned programs/projects and closely monitor the implementation,” saad sa report.
“The MMDA must expedite the implementation of programs and projects as these will also improve the quality of services rendered to the public.”
Nakita rin ng COA ang pagkakaroon ng mas mataas na commitment fees dahil sa slow availment/low utilization ng loan proceeds.
Iginiit ng audit team ang rekomendasyon nito sa mga nagdaang taon.
Bilang tugon, ipinaliwanag ng MMDA ang mga dahilan sa delayed projects.
“The PMO provided that the 22 sub-projects noted as ‘not completed within the original contract time’ have approved time extensions on the delivery of goods and services. The requests from service providers are mainly due to custom clearances, port congestion, changes of design and specifications for custom-made goods, re-conceptualization, changing weather conditions, time suspensions and variation orders,” sinabi ng MMDA.
Sa rejoinder nito, kinilala ng audit team ang probisyon sa approved time extensions ngunit sinabi na “several revisions in the target completion time of projects may be an indication of ineffective planning.”
Hinimok ng COA ang PMO na palakasin ang planning mechanism nito at tugunan ang ‘foreseeable circumstances’ na makakaapekto sa implementasyon. RNT/JGC
