NEW SCOREBOARD OF POLICE LEADERSHIP

IN every police organization, awards are more than ceremonial plaques. They reflect priorities, recognize excellence, and reveal what leadership values most.

The recent recognition of top-performing Police Regional Offices by the Philippine National Police offers a glimpse into what may be the organization’s evolving standard for measuring success.

What stands out is the diversity of the award categories. Intelligence, investigations, police community relations, anti-illegal drugs, anti-smuggling, anti-illegal logging, anti-illegal fishing, loose firearms operations, and the campaign against wanted persons were all given importance.

This sends a clear message: modern policing is no longer defined by arrests alone. It is measured by how effectively police commanders address the unique security concerns of their respective regions.

Among the awardees, Police Regional Office 6 under PBGen. Randulf TuaƱo emerged as the most notable performer, becoming the only regional office to receive two operational awards.

Its accomplishments against loose firearms and illegal fishing demonstrate how law enforcement can simultaneously protect communities, preserve resources, and support local livelihoods.

Equally commendable were the achievements of PBGen. Mariano Rodriguez of PRO2 for anti-illegal logging, PBGen. Jess Mendez of PRO3 for intelligence operations, PBGen. Christopher Dela Cruz of PRO4B for anti-illegal drugs and other regional offices recognized for investigations, community relations, anti-smuggling and the campaign against wanted persons.

More importantly, these recognitions highlight a shift toward performance-based leadership.

Effective police commanders are increasingly judged not by rank or rhetoric, but by measurable accomplishments and tangible outcomes.

The true value of these awards lies not in the trophies themselves, but in what they represent: safer communities, stronger partnerships, protected resources, and better public service.

This culture of recognition can become a powerful driver of excellence across the Police organization.
