MANILA, Philippines- Inulit ng Department of Social Welfare and Development (DSWD) na nasa tamang lugar ang mekanismo para protektahan ang mga programa at serbisyo nito mula sa ‘political interference.’
Sinabi ni DSWD spokesperson Assistant Secretary Irene Dumlao na ang mga nasabing pangangalaga ay naglalayong tiyakin ang pagsunod ng ahensya sa mga kondisyong itinakda ng Commission on Elections (Comelec) nang pagkalooban ito ng exemption para sa 28 DSWD programs mula sa poll spending ban.
Nito lamang Enero 7, nagpalabas ang Comelec ng memorandum na nag-apruba sa naging kahilingan ng DSWD para ma-exempt ang 28 social welfare programs mula Section 261 (v (2) ng Omnibus Election Code (OEC).
Ang ilang programa na saklaw ng Comelec exemption ay ang Ayuda Para sa Kapos and Kita Program (AKAP), Pantawid Pamilyang Pilipino Program (4Ps), Sustainable Livelihood Program (SLP), Services for Residential and Center-based Clients; Supplementary Feeding Program, Pag-Abot Program, Walang Gutom Program, Tara Basa! Tutoring Program, at Assistance to Individuals in Crisis Situation (AICS).
Nakabalangkas din sa memorandum ang tatlong kondisyon na dapat sundin ng DSWD. Itoo ay ang “walang kandidato o politiko ang dapat na present o dumalo o nakiisa sa distribusyon ng tulong, anumang uri; dapat na sundin ng DSWD ‘publicly committed procurement guidelines’ nito; at ang DSWD, mga tauhan, at partners o katuwang nito ay dapat na mahigpit na sundin ang mga nabanggit na mga alituntunin.”
Winika ni Dumlao na ang pangunahing estratehiya ng departamento para pigilan ang political interference ay ang turuan ang publiko hinggil sa mga programa at serbisyo nito.
“One of the key pieces of information we provide is about the programs and services offered by the DSWD. We make it clear that the assistance provided by the government has no involvement from politicians or election candidates,” ang paliwanag ng Kalihim.
“The approach empowers the public and voters to make informed decisions and reduces their vulnerability to political manipulation,” aniya pa rin.
Samantala, tiniyak naman ni Dumlao na nakahanda ang ahensya na tugunan ang mga hinaing hinggil sa paglabag sa ‘standard practices.’
“Please inform our office so we can conduct the necessary validation and investigation. If needed, we will elevate the matter to the appropriate agency for proper action,” dagdag niya. Kris Jose
