MANILA, Philippines- Lumikha si Pangulong Ferdinand R. Marcos Jr. ng isang advisory council na makapagbibigay ng strategic guidance at pananaw para palakasin at palakihin ang global competitiveness ng semiconductor and electronics industry (SEI) ng bansa.
Sa ilalim ng Administrative Order (AO) 31, nilagdaan ni Pangulong Marcos noong Marso 28, ang SEI Advisory Council ay magsisilbi bilang primary advisory body ng Pangulo sa usapin na may kaugnayan sa ‘development, promotion, at competitiveness’ ng sektor.
Ang Special Assistant to the President for Investment and Economic Affairs ang magsisilbi bilang chairperson ng SEI Advisory Council, habang ang Trade Secretary naman ang vice chairperson.
Kabilang naman sa council members ang mga kalihim ng National Economic and Development Authority (NEDA) at mga departamento ng Finance, Energy, Science and Technology, Labor, at Education.
Ang iba pang miyembro ay kinabibilangan ng mga chairperson ng Commission on Higher Education (CHED) at Bases Conversion and Development Authority (BCDA); Technical Education and Skills Development Authority (TESDA) director general; at isang kinatawan mula sa private sector representative mula sa semiconductor and electronics industry na itatalaga ng Pangulo.
Ayon sa AO 31, pangangasiwaan ng SEI Advisory Council ang implementasyon ng Philippine Semiconductor and Electronics Industry (PSEI) Roadmap.
Ang konseho ay inatasan na tiyakin na ang PSEI Roadmap ay naka-ayon sa national economic development goals.
“The Philippines holds a vital position in the global semiconductors and electronics packaging value chain with approximately five percent share of the global semiconductor and electronics market,” ang nakasaad sa AO.
“To further accelerate the growth of semiconductor and electronics industry, it is essential to develop a strategic roadmap that defines the National Government’s objectives, strengthens the country’s global competitiveness, and ensures effective implementation of policies through a whole-of-government approach,” dagdag pa.
Sa pakikipag-ugnayan sa SEI Advisory Council, ang Department of Trade and Industry (DTI) ay inatasan na linangin ang PSEI Roadmap, na magsisilbi bilang strategic framework para pabilisin ang paglago at global competitiveness ng semiconductor and electronics industry ng bansa.
Binibigyan naman ng mandato ng AO 31 ang konseho na makipagtulungan sa mga makabuluhang stakeholders mula sa pribadong sektor at siguraduhin ang multi-disciplinary approach sa development at implementasyon ng PSEI Roadmap.
Inatasan din ang konseho na pag-aralan ang kasalukuyang legal at policy framework na may kaugnayan sa SEI.
Sa kabilang dako, sinabi ni Special Assistant to the President for Investment and Economic Affairs Frederick Go na ang pagpapalabas ng AO 31 ay patunay sa commitment ng administrasyon na palakasin ang SEI, itinuturing na ‘top export sector’ ng bansa.
“This development provides us a platform to supercharge industry growth, drive innovation, and enhance our global competitiveness,” ang sinabi ni Go.
“It is part of our broader strategy to advance domestic manufacturing capabilities and move towards higher value-added activities,” dagdag niya.
Ang lahat ng kinauukulang national government agencies, kabilang na ang government-owned and -controlled corporations, ay inaatasan habang ang lahat naman ng local government units at pribadong sektor ay hinikayat na suportahan ang implementasyon ng AO 31.
Ang pondong kakailanganin para sa implementasyon ng AO ay huhugutin mula sa available appropriations ng member-agencies ng SEI Advisory Council, “subject to pertinent budgeting, accounting, and auditing laws, rules and regulations.”
Samantala, ang AO 31, isinapubliko araw ng Huwebes, ay magiging epektibo sa oras na mailathala sa Official Gazette o sa pahayagan na mayroong general circulation. Kris Jose
