That is the kind of leader PBGen. Randy Glenn Silvio has proven to be as Director of the Quezon City Police District.
When he assumed command following an unexpected leadership transition, Silvio faced the challenge of leading the country’s biggest police district.
Instead of simply continuing existing programs, he focused on making the organization stronger while keeping the fight against crime steady and effective.
He believed that good policing begins with motivated and disciplined police officers.
Through programs like Salamat Kapatid, Damayan, QCPD Kids Care, and Project HILAMOS, he strengthened both personnel welfare and community relations.
He also formed a dedicated team to improve the investigation and resolution of major crimes, recognizing that justice is achieved not only by making arrests but by solving cases.
His leadership was put to the test when several high-profile crimes occurred, including the killing of businessman Perry Mariano and his driver.
Under Silvio’s leadership, QCPD investigators used forensic evidence, CCTV footage, digital tracking and intelligence work to identify the suspects, file criminal charges, and continue pursuing the suspects.
The case showed the value of patient, professional and determined police work.
Quezon City will always face complex security challenges.
No police commander can stop every crime from happening. But what truly matters is how a leader responds. Silvio has shown that calm leadership, capable investigators, and genuine concern for his people can earn public trust.
