MANILA, Philippines – NAGPULONG sina Defense Secretary Gilberto Teodoro Jr. at kanyang Japanese counterpart na si Gen Nakatani, araw ng Lunes para pag-usapan at galugarin ang mga paraan para isulong ang strategic defense partnership ng dalawang bansa.
“The visit is the best proof that bilateral relations, to include defense and security relations between Japan and the Philippines, are robust, enduring and strong,” ang sinabi ni Teodoro sa kanyang opening remarks sa isinagawang ministerial meeting.
“We look forward to the discussions into even enhancing our partnerships with the shared values of a rules-based international order, a free and open Indo-Pacific, a resilient Japan and the Philippines against unilateral attempts by China and other countries to change the international order and the narrative,” ang sinabi pa rin ng Kalihim.
Ang Pilipinas at Japan, kapuwa long-time allies ng Estados Unidos, may malakas na paninindigan laban sa pagpupumilit ng Tsina ng territorial claims nito sa rehiyon, kabilang na ang South China Sea at East China Sea.
Isang reciprocal access agreement (RAA) sa pagitan ng Maynila at Tokyo ang kasalukuyang naghihintay ng ratipikasyon sa Japan, na magbibigay ng basehan para sa kooperasyon sa pagitan ng mga tropa ng dalawang bansa, kahalintulad ng Visiting Forces Agreement (VFA) sa pagitan ng Pilipinas at Estados Unidos.
“As the regional and international security environment have become increasingly complex and intensified, there is an increasing need for Japan and the Philippines to further enhance defense cooperation and collaboration,” ang sinabi naman ni Nakatani sa kanyang opening remarks.
“Under such harsh security environment, I look forward to a deep strategic discussion with you from the broader perspective,” dagdag na wika nito.
Nauna rito, araw ng Linggo, magkasamang binisita nina Teodoro at Nakatani ang pangunahing military bases sa Luzon.
Binigyan naman si Nakatani ng guided tour ng operational capabilities at nagpapatuloy na defense initiatives sa Basa Air Base sa Floridablanca, Pampanga.
Ininspeksyon din ng dalawang defense leaders ang fuel storage facility, air missile defense system training centers, hangars, at FA-50PH flight simulator sa air base.
Binisita rin ng mga ito ang Wallace Air Station sa San Fernando, La Union, kung saan ikinabit ang unang fixed air surveillance radar system mula sa Japan.
Ang air surveillance radar system ay bahagi ng radar project ng Philippine Air Force (PAF) na mayroong Japanese electronics firm Mitsubishi Electric Corporation na nagkakahalaga ng P5.5 billion para sa apat na radar units—tatlong fixed at isang mobile.
Ang mobile radar platform ay pansamantalang inilagay sa Wallace Air Station.
“Any radar system right now, given we have an archipelagic country, is important because the domain extends far beyond our land borders and we have to know if there is any activity within our EEZ… We definitely need to acquire more radars,” ang sinabi ni Teodoro.
Tinuran pa ng Kalihim na “the radar systems will further develop, enhance and sustain the Philippines’ air and maritime domain awareness.”
“Domain awareness is extremely important so that we have a picture of what is happening on the airspace within our air defense identification zone,” ang sinabi ni Teodoro.
Samantala, sinabi ng PAF, isang panibagong fixed radar mula Japan ang inihatid sa Pilipinas nito lamang Enero ng taong kasalukuyan. Ang final technical inspection and acceptance (TIA) ng radar system ay nakatakda sa Mayo.
Ang huling fixed radar ay inaasahan na ihahatid sa fourth quarter ng taon. Kris Jose
