Poe sa LTFRB: Transport groups ‘wag pagsabungin, ‘wag takutin

MANILA, Philippiens – Matinding pinalagan ni Senador Grace Poe ang patuloy na “pananakot” o sistemang divide and rule sa sektor ng transportasyon na nagbibigay pangamba sa mga drayber at operator na lumahok sa Public Utility Vehicle Modernization Program (PUVMP).

Sa pahayag, sinabi ni Poe na halip pagbanggain ang mga grupo ng drayber at operator, dapat lumikha ang Department of Transportation (DOTr) at Land Transportation and Franchise Regulatory Board (LTFRB) ng plano sa halip na maghasik ng takot.

Ipinanawagan ito ni Poe matapos magsagawa ng unity walk ang ilang driver at operator na tumupad sa PUVMP ng gobyerno laban sa resolusyon ng Senado na nagpapasuspendi sa programa.

“The tactic of pitting groups against each other is anti-cooperatives. The program masterminds should stop terrorizing drivers with franchise revocation and arbitrary deadlines, and now with loss of investment if the program is reviewed,” ayon kay Poe sa statement.

“Spreading baseless fears to excuse the program’s flaws is classic division tactic that should not stop the government from doing a proper review,” giit pa niya.

Naniniwala si Poe, dating chairman ng Senate committee on public services, na malinaw ang ebedneisya na natatakot ang ilang nagpasimuno ng PUVMP na malugi kapag inaprubahan ang resolusyon.

“This is exactly the problem with the program. Those who planned to phase them out had previously threatened them if they did not comply,” giit niya.

“Now, they fear that they will lose money if they cannot convince their colleagues in the sector to modernize,” paliwanag pa ng senador.

“We respect the right of the transport groups to express their position on the issue. Pero ang pagpapatigil ng PUVMP para marebisa ay napapanahon para maging husto at makatao ang programa,” paliwanag ni Poe.

Sa kabila nang pagsusulong ng program pitong taon na ang nakararaan, iginiit ni Poe na walang malinaw na plano ang DOTr na ibaba ang presyo ng modernong yunit at bumaling sa local manufacturer kaysa umangkat.

“Sa mismong local route plans, 11% or 174 sa 1,574 LGUs palang ang approved ng LTFRB,” aniya.

Kaya isinusulong ng senador na pansamantalang isuspendi ang programa upang masimulan ang akmng rebyu at tugunan ang isyu na ipinalulutang ng transport groups.

“Ang panawagan namin sa DOTr: walang deadline hangga’t hindi niyo naayos ang programa,” aniya.

“Establish a well-studied program based on local routes with the needed funding requirements and a reasonable timeline. Modernize with a plan, not with fears,” apela ni Poe. Ernie Reyes
