MANILA, Philippines – Iginiit ni Executive Secretary Ralph Recto nitong Huwebes, Enero 15 na inosente siya at hindi maaapektuhan ng mga ingay sa politika, kasunod ng hakbang ng ilang grupo na maghain ng reklamo laban sa kanya sa P60 bilyong fund transfer ng Philippine Health Insurance Corp. (PhilHealth).
Ngayong araw ay naghain ng plunder, technical malversation at graft complaints ang koalisyon ng mga doktor, health advocates at mga abogado laban kay Recto maging kay PhilHealth President Emmanuel Ledesma Jr. sa Office of the Ombudsman.
Sa pahayag, sinabi ni Recto na nirerespeto niya ang karapatan ng sinumang indibidwal o grupo na humingi ng legal na hakbang kaugnay sa isyu.
“Let me also reiterate my innocence, as opined by Supreme Court Justices, that no criminal liability may attach to me, as former Secretary of Finance, for acting in good faith and in accordance with a direct mandate from Congress in ordering the remittance of PhilHealth’s unused funds.”
Nananatiling kumpiyansa si Recto na susuriin nang maayos at patas ang mga alegasyon.
“For our part, we will continue to uphold the rule of law, respect due process, and work to uplift the lives of our kababayan. I will not get distracted by political noise. The work of improving government performance and services is my priority.”
Sa 31 pahinang reklamo, humihiling ang grupo ng preliminary investigation upang tukuyin ang posibleng criminal, civil at administrative liability ni Recto at Ledesma, kabilang ang mga reklamo ng grave misconduct.
Sinabi nila na ang paglilipat ng P60 billion ay lumabag sa Republic Act No. 7875 o National Health Insurance Act of 1995, as amended, at Republic Act No. 11223 o Universal Health Care Act.
Anila, idineklara na rin ng Korte Suprema na unconstitutional ang naturang hakbang.
Ipinunto ng mga complainant na ang P60 bilyong inilipat sa national treasury ay inilaan para pondohan ang unprogrammed appropriations sa ilalim ng 2024 General Appropriations Act.
Seryoso umanong naapektuhan ng naturang hakbang ang gobyerno, mga miyembro ng Philhealth at ang publiko at ang mga responsable rito ay dapat na humarap sa kriminal at civil na parusa. RNT/JGC
