MANILA, Philippines- Inihain ni Senador Loren Legarda ang isang panukalang batas na naglalayong gawing regular ang opisyal na barangay kabilang ang sangguniang kabataan bilang empleyado ng pamahalaan na may tamang sahod at komprehensibong benepisyo.
Inihayag ni Legarda ang Senate Bill No. 2786 o ang Regularization of Barangay Officials Act, nitong Aug. 14, na naglalayong palaganapin ang katatagan at kainaman sa barangay governance.
“We want our barangay officials to receive the same full benefits that other government workers enjoy, giving them the peace of mind they deserve —especially after serving their communities,” ayon kay Legarda sa news release.
Nakakatakda sa panukala, na ikokonsiderang regular na empleyado ng pamahalaan ang halal na opisyal ng barangay chairman, miyembro ng Sangguniang Barangay, Sangguniang Kabataan (SK) chairperson, barangay secretary, at barangay treasurer.
Tatanggap sila ng fixed salary, allowances, sakop ng Government Service Insurance System (GSIS), PhilHealth at Pag-IBIG coverage, kabilang ang iba pang fringe benefits bilang regular government employee na nakatakda sa ilalim ng Civil Service rules and regulations.
Sakaling maisabatas, makatatanggap ng sahod ang barangay chairman ng katumbas ng isang city/municipal councilor; ang sangguniang barangay members ay tatanggap ng 80 porsyento sahod ng chairman, habang 75% naman sa SK chairperson, barangay secretary, at treasurer.
“The most basic unit of local government must be incentivized for their efforts for their public service, as they usually are the most tangible persons of the State many residents see,” ayon kay Legarda.
