NAVOTAS City Rep. Toby Tiangco appears to be right about the need for lower chamber to speed up the passage of House Bill 5699, which he filed that sought to create the ICAIC (Independent Commission against Infrastructure Commission), following the sudden resignation of ex-Public Works secretary Babes Singson as one of the Independent Commission on Infrastructure commissioners.
“While we value Sec. Babes’ expertise, naiintindihan din natin if he wants to prioritize his health, and the safety and well-being of his family. Pero ipinapakita nitong resignation na sa dami at bigat ng mga proyektong dapat imbestigahan, kailangan na talagang palakasin ang mandato ng ICI,” Tiangco said.
His proposed ICAIC would be a strengthened body with broader authority to investigate anomalies in infrastructure projects nationwide.
He claimed that “Kapag gusto may paraan, kapag ayaw maraming dahilan.”
The veteran Navotas lawmaker has slammed the Department of Foreign Affairs for its ‘disturbing lack of urgency’ in suspending the passport of resigned Ako Bicol representative Zaldy Co.
“Ang tagal na nating panawagan sa DFA na kanselahin ang passport ni Zaldy Co. Napakarami nang basehan na nailatag, pero ang laging sagot ng DFA ay ‘yong iisa at paulit-ulit na dahilan kung bakit ayaw nilang kumilos.”
“Dito mo makikita na pag gusto, may paraan, pag ayaw, maraming dahilan,” he added.
Tiangco made the statement after DFA confirmed that Co’s passport remains active pending the receipt of a court order.
Navotas, Mabini sisterhood pact
The Navotas City government has forged a sisterhood pact with Mabini (Batangas) government aimed at strengthening cooperation in tourism, environmental protection, economic growth, and good governance.
The Navotas mayor said the two coastal communities, although different in landscape and character, share common aspirations for sustainable development.
“Navotas and Mabini may look different—one an urban coastal city, the other a haven of marine beauty and tourism. But we share the same dream of progress and protecting our seas.”
The collaboration will enable both communities build resilience and secure long-term, sustainable growth, Tiangco said.
Education Summit 2025
The Navotas chief executive has capped the 2025 Navotas Education Summit with a call for a new generation of learners who can “dream boldly, act responsibly, and uplift their community.”
“Hindi lang sila magiging competitive. Magiging mabubuti at produktibong tao sila. At iyan ang tunay na tagumpay,” Tiangco told educators, parents and community leaders.
He underscored the shared responsibility of families, schools, government and partners in improving education outcomes.
