MANILA, Philippines — Sinabi ni Vice President Sara Duterte na ang opinyon ng Pangulo ay may “no importance” sa isang impeachment proceeding, kasabay ng paggiit na dapat gabayan ang proseso ng Konstitusyon, due process, at rule of law.
Sa pahayag na inilabas nitong Lunes, Hulyo 6, sinabi ni Duterte na may constitutional right ang respondent sa isang impeachment case na katawanin ng legal counsel at maaaring magpasya kung personal na tetestigo bilang bahagi ng legal strategy.
“The opinion of a President in an impeachment proceeding is of no importance,” pahayag ni Duterte. “Impeachment proceedings must be guided by the Constitution and due process,” dagdag niya.
Iginiit ni Duterte na nasa prosecution ang responsibilidad na patunayan ang kaso laban sa respondent.
“The burden remains on the prosecution to prove its case,” ani Duterte.
Sinabi rin ng Bise Presidente na hindi dapat ituring na kawalan ng accountability o transparency ang pagharap sa pamamagitan ng abogado sa halip na personal na tumestigo.
“Choosing to appear through counsel rather than testify personally does not diminish accountability or imply a lack of transparency,” pahayag niya.
Dagdag ni Duterte, nakasalalay ang integridad ng impeachment trial sa pagsunod sa legal procedures, at hindi sa kung personal bang haharap sa witness stand ang respondent.
“The integrity of an impeachment trial depends on adherence to the rule of law—not on whether the respondent personally takes the stand,” ani Duterte.
Sinabi rin niya na dapat iwasan ng mga public officials ang pagpasok ng personal na pananaw sa mga usaping pampubliko at sa halip ay umasa sa batas, mga polisiya, scientific evidence, at objective facts.
“At all times, public officials are best served by keeping their personal opinions to themselves and relying instead on the law, established policies, scientific evidence, and objective facts when addressing matters of public concern,” pahayag ni Duterte. RNT
