WHERE WILL TORRE-REMULLA-CALINISAN RIFT LEAD?

THE ongoing rift between Philippine National Police Chief PGen. Nicolas Torre, Interior and Local Government Secretary Jonvic Remulla and National Police Commission Commissioner Ralph Calinisan have raised serious concerns about the stability and direction of law enforcement under the Marcos administration.

At the heart of the tension is a personnel reshuffle initiated by Torre, which was swiftly nullified by Napolcom, throwing the power dynamics within the PNP and the government into sharp focus.

On August 14, Napolcom, whose chairman is Remulla, issued a resolution reversing Torre’s appointments of Lt. Gen. Jose Melencio Nartatez Jr. as deputy chief for administration and Lt. Gen. Bernard Banac as the commander of the Area Police Command Western Mindanao.

The decision to reinstate the officials to their former positions, just days after Torre’s reshuffle, has sparked a clash over authority and control within the police force.

In an act of solidarity, all 18 PNP regional directors signed a manifesto supporting Torre, defending his leadership, and emphasizing their commitment to the “chain of command.”

While this gesture underscored their loyalty to Torre, it also highlighted the growing divide between key players in the administration.

The question now is where this conflict will lead.

Could the disagreement between Torre, Remulla, and Calinisan signal deeper issues about political influence within the PNP?

The infamous “bata-bata” system, where personal connections often sway decisions on appointments, may be a key factor fueling this rift.

If political maneuvering continues to interfere with law enforcement operations, it could seriously undermine the Marcos administration’s efforts to address national security concerns.

This clash has the potential to erode public trust in both the PNP and the government’s ability to maintain order and safety.

For the sake of governance, Torre, Remulla and Calinisan must resolve their differences and work together.

If they fail to do so, the consequences for the country’s law enforcement could be far-reaching.
