MANILA, Philippines – Sinisi ni dating Ako Bicol Party-list Rep. Zaldy Co ang Senado sa “blank spaces” sa Bicameral Conference Committee (bicam) report ng 2025 General Appropriations Bill (GAB).
Sa isang liham na inilathala sa Facebook, sinabi ni Co, “On a final note, allow me to clarify that the current issues about ‘blank spaces’ in the bicameral conference report are due to the inadvertent omission by the Senate finance committee secretariat.”
“It is most unfair to blame the hardworking men and women of the House appropriations committee for this faux pax when every year, the Senate has been in charge of finalizing the Bicameral Conference committee reports,” dagdag pa niya.
Binanggit din ni Co kung paano naapektuhan ng Senado ang mga alokasyon, kabilang ang hinihiling ni dating Senate President Francis “Chiz” Escudero na P200 bilyon ay ilaan sa DPWH, na naging dahilan upang lumagpas ang pondo ng DPWH sa DepEd at matanggal ang P74-bilyong subsidy para sa PhilHealth.
Ang isyu ng “blank budget” ay nagdulot ng kritisismo mula sa mga kritiko ng administrasyon ni Marcos, kabilang si dating Pangulong Rodrigo Duterte, na kinuwestiyon ang konstitusyonalidad ng P6.352-trilyong pondo.
Patuloy pa ring nakabinbin sa Korte Suprema ang mga kasong may kaugnayan sa blank items at pagtanggal ng PhilHealth subsidy. RNT
