MANILA, Philippines – Bahagyang humina si Bagyong Ofel makaraang maglandfall sa Baggao, Cagayan pero nakataas pa rin ang Tropical Cyclone Wind Signal (TCWS) No. 4 sa tatlong lugar sa Luzon, ayon sa state weather bureau PAGASA.
