CARDIÑO HANDS-ON LEADERSHIP SETS PACE

A POLICE organization becomes stronger when its leader does more than issue orders from behind a desk.

True leadership means connecting with personnel, strengthening their commitment and turning command priorities into meaningful public service.

PBGen. Romano Cardiño is putting this principle into practice in Eastern Visayas.

Since assuming the directorship of Police Regional Office 8 on September 8, Cardiño has demonstrated a hands-on leadership style through personal engagement with police personnel and closer coordination with provincial commands.

His visits to the Leyte Police Provincial Office on October 6 and the Biliran Police Provincial Office on October 27 underscore his determination to bring regional leadership directly to the men and women responsible for maintaining peace and order.

These visits go beyond formal inspections. They allow Cardiño to communicate his expectations, assess operational concerns, recognize exemplary performance and reinforce discipline, professionalism and accountability.

His “Talk to Men” session in Biliran was particularly significant. By giving personnel an opportunity to raise concerns and hear their commander’s guidance, Cardiño strengthened communication and reinforced the importance of unity in carrying out the police mission.

His leadership also extends beyond internal police operations.

During the Biliran visit, he led the launch of S.A.F.E. Eastern Visayas: DIAL 911, an initiative aimed at improving access to emergency assistance and coordination among police, fire, medical and other responding agencies.

This combination of personnel engagement and public-service initiatives reflects a leader who understands that effective policing requires both a disciplined organization and a responsive emergency system.

Cardiño is setting the pace by keeping his leadership visible, his direction clear and his priorities firmly anchored in public service.

His hands-on approach sends a powerful message that strong leadership must be felt on the ground, reflected in police performance and proven through results that matter to the people.

A safer Eastern Visayas begins with a united police force, and Cardiño is showing the way forward.
