MANILA, Philippines – Sinabi ni dating Solicitor General Florin Hilbay na hindi kailangan ng batas para palakasin ang Independent Commission for Infrastructure (ICI) na itinatag ni Pangulong Marcos Jr. upang imbestigahan ang anomalya sa mga flood control at iba pang infrastructure projects.
Ani Hilbay, sapat na ang kapangyarihan ng Office of the Ombudsman at Department of Justice para imbestigahan at kasuhan ang mga tiwaling opisyal.
Sa Facebook, sinabi niya: “Between the Office of the Ombudsman (a constitutional body with power to investigate and prosecute) and the Department of Justice (which embodies the Chief Executive’s inherent power to investigate and prosecute), the government already has the full institutional capacity and authority to go after all erring public officials, including those involved in infrastructure/flood control/ghost projects.”
Tinawag niyang “constitutionally ignorant and impractical” ang panukala para bigyan ng mas maraming kapangyarihan ang ICI, at idinagdag: “No institution has ever become independent simply because ‘the law’ so declared.”
Pinuna rin niya ang mga politiko na nagsusulong ng ganitong batas para magmukhang responsable sa mga krimen na sila o ang kanilang mga kasamahan ang gumawa. RNT
