MANILA, Philippines – NAG-DEPLOY ang European Union (EU) ng isang mission para i-monitor ang ginagawang pagpapatupad ng Pilipinas sa treaty commitments nito na pinahihintultan na maging bahagi ng Generalised Scheme of Preferences Plus (GSP+) ng bloc.
Ang EU GSP+ ay isang special incentive arrangement na nag-aalok ng zero tariffs sa 6,274 products o 66% ng lahat ng EU tariff lines.
Para sa EU na isama ang bansa sa scheme na ito, dapat na epektibong naipatutupad ng estado ang 27 international conventions saklaw ang ‘human at labor rights, good governance, environment at climate.’
Ang EU mission ay nasa bansa mula March 6 hanggang 12 at ikalimang monitoring team na bumisita sa bansa mula nang ialok ng Brussels sa Pilipinas ang malawak na saklaw ng pinababang taripa noong 2014 sa ilalim ng tinatawag na Special Incentive Arrangement sa ilalim ng EU’s GSP+.
Ipinahayag ng delegasyon ng EU sa Pilipinas na nakipgpulong ang team sa iba’t ibang stakeholders at pinag-usapan ang iba’t ibang paksa na may kinalaman sa ‘rule of law, human rights, labor relations, mabuting pamamahala at korapsyon, at proteksyon ng kapaligiran at klima.
“The information gathered by the EU’s monitoring mission will feed into the next report to the European Parliament and the Council on the implementation of the Generalised Scheme of Preferences, which will include the assessment of progress regarding compliance with the 27 international conventions by each GSP+ beneficiary,” sinabi pa nito.
“The team had an exchange with civil society representatives, trade unions, business leaders and international organizations active in the Philippines,” ayon sa ulat.
“It culminated in a two-day stocktaking meeting with government representatives, led by the Department of Trade and Industry and senior officials from the Departments of Foreign Affairs, Justice, Labor and Employment, and Environment and Natural Resources,” ayon pa rin sa ulat.
Kasama rin ng mga ito sa pagupulong ang mga kinatawan mula sa Presidential Human Rights Committee Secretariat, at Korte Suprema, bukod sa iba pa.
