FITTING CHOICE FOR CRUCIAL ROLE

THE role of the General Manager of the Metropolitan Manila Development Authority is not one to be taken lightly.

It is a position that demands not only technical competence and leadership, but also integrity, discipline, and a deep understanding of Metro Manila’s complex and evolving challenges.

Given the enormity of the task—ranging from traffic management and urban planning to disaster response and public safety—the appointment of the right person is critical.

In this context, President Ferdinand “Bongbong” Marcos Jr.’s decision to appoint Retired Colonel Procopio “Popoy” Lipana as MMDA General Manager appears both wise and well-grounded.

Having covered the police beat for many years, I have personally witnessed the dedication and effectiveness of Lipana, especially during his time as head of the Criminal Investigation Division of what was then the Central Police District (now Quezon City Police District).

Under his leadership, high-profile crimes were solved, and criminal syndicates dismantled—results that stemmed from solid police work, sound intelligence, and unwavering discipline.

He was not merely a commander issuing orders; he was a hands-on, strategic leader respected by both peers and subordinates.

Lipana’s career did not end with retirement from the police service. He continued to serve the public through various assignments, including a leadership role within the Quezon City government.

A graduate of the prestigious Philippine National Police Academy, Lipana brings with him a wealth of experience, organizational skill, and, most importantly, a reputation for getting the job done without fanfare.

These are precisely the qualities needed to navigate the bureaucracy of MMDA while delivering results that directly affect millions of Filipinos’ daily lives.

The MMDA needs leaders who are more than just administrators—it needs problem solvers, field-tested public servants, and leaders who understand both the urgency and scale of urban governance.

With Lipana, Metro Manila gains a GM who has shown himself to be capable, tireless, and mission-focused. If performance is to be the true measure of leadership, then Lipana’s track record speaks volumes.

Now, all eyes will be on how he transforms that track record into tangible reforms and improvements in the agency he now helps lead.
