AS Central Luzon enters the most vibrant — and vulnerable — season of the year, security is no longer just a background concern. It is a frontline mission.
This holiday season, the Police Regional Office 3 has placed some 6,000 police personnel on the streets, transforming visibility into vigilance and presence into protection.
Under the leadership of PRO3 Director PBGen Rogelio “Pojie” Peñones Jr., it reflects a policing philosophy rooted in discipline, preparedness and accountability — principles strongly echoed by the national leadership of the Philippine National Police.
Before officers were sent to safeguard malls, highways and transport hubs, PRO3 ensured its own house was in order.
Through “Oplan Disiplina,” a regionwide accounting of personnel conducted at Camp Olivas and across field units, police officers underwent presence validation, uniform and equipment inspections, and administrative checks.
Led by the Regional Personnel and Records Management Division and supported by logistics inspection teams, the operation reinforced the idea that discipline is not optional — it is operational.
“Disiplina ang haligi ng isang matatag at maaasahang organisasyon,” Peñones stressed, a message aligned with the broader directive championed by PNP Acting chief PLtGen Jose Melencio ‘Tateng’ Nartatez Jr.: a disciplined police force is a credible police force.
The results speak clearly. Central Luzon recorded a notable decline in crime, with November 2025 logging 210 fewer crime incidents compared to the previous month.
Focus crimes dropped, and intensified operations led to the arrest of several of the region’s most wanted individuals — proof that preparation delivers performance.
As Christmas and New Year celebrations peak, PRO3’s 6,000-strong deployment stands as more than a security measure.
It is a statement: when discipline is enforced within the ranks, peace and order follow beyond the holidays.
