MANILA, Philippines – BUMABA sa kalahati ang insidente ng paglabag sa karapatang-pantao sa Pilipinas noong nakaraang taon, kumpara sa taong 2022.
Hindi naman nagbigay pa ng detalye si Pangulong Ferdinand Marcos Jr., sa ukol sa bagay na ito sa kanyang naging talumpati sa isinagawang oath-taking ceremony ng star-rank officials ng Philippine National Police sa Palasyo ng Malakanyang subalit iginiit ng Punong Ehekutibo na ang “significant drop” sa human rights violations ay patunay na nakikita ng administrasyon ang “rule of law” bilang “indispensable” sa pagtataguyod sa kawalan ng katarungan.
“It proves that rules that strengthen the fabric of our democracy–rules that our heroes had died for, rules that enshrined in our Constitution, are not inconveniences in policing but are in fact integral and indispensable in serving up justice,” ayon sa Pangulo.
Sinabi pa ng Punong Ehekutibo sa kanyang talumpati na naibaba ng gobyerno ng Pilipinas ang bilang ng index crimes mula 107,899 noong 2017 sa 38,436 noong 2023.
“In the past year, we reached 98 percent crime clearance efficiency. And we have sustained this continuing crusade in the first two months of 2024. Compared to January to February of last year, there were fewer cases of theft, of robbery, carnapping, rape, and physical injury,” ang pahayag ni Pangulong Marcos.
“And we have done it without resorting to legal shortcuts or short-circuiting the process or acts that subvert the rule of law,” dagdag na wika nito.
Sa kabilang dako, nakasaad sa 2024 World Report ng Human Rights Watch na ang “human rights situation in the Philippines remains dire amid extrajudicial killings, attacks against political activists and journalists, and abuses committed during the armed conflict with the 54-year-old communist insurgency.”
Sinabi pa ng HRW na habang ang pagpatay sa ilalim ng bloody drug war ng gobyerno ay bumaba mula nang maupo si Pangulong Marcos sa puwesto, nagpapatuloy naman itong bumababa sa ngayon.
“As of November 15, 471 people have been killed in drug-related violence under Marcos, perpetrated both by law enforcers and unidentified assailants. Most of these cases, as with the previous ones, remain uninvestigated,” ayon sa HRW.
Samantala, nanawagan naman si Pangulong Marcos sa mga PNP generals na patuloy lamang na manatiling tapat sa kanilang tungkulin sa pagsisilbi sa mga mamamayan.
Tiniyak din niya sa mga ito na palalakasin ang kakayahan ng PNP at ang kapakanan ng mga tauhan ng PNP.
Ang hirit pa ng Pangulo sa mga ito ay “leverage on technology” sa paglaban sa cybercrimes, “where the emerging and evolving digital landscape faces threats that can undo its potential contribution to national growth.”
“All breaches in our digital correspondences and transactions are inimical to the people’s welfare and national interest. We cannot allow electronic pickpocketing and all forms of robberies which are the digital equivalent of bag snatching,” ayon sa Chief Executive.
“Cybercriminals also prey on the innocence of our young, by stealing their dignity, and the vulnerabilities of our seniors, who are defrauded of their life savings. On a larger scale, they rob business firms, raiding their vaults, without breaking them down.” dagdag na pahayag ng Pangulo.
Tinuran pa ng Pangulo na pinalalakas ng gobyerno ang anti-cybercrime efforts nito mula sa detection at pagtugon sa mga case build-up at resolution.
Ipagpapatuloy naman ng pamahalaan ang pagsasanay sa mga PNP personnel sa paglaban sa cybercrime at palakasin ang cybersecurity capabilities ng mga ito. Kris Jose
