MANILA, Philippines- Dalawang pangunahing lider ng Senado, sina Senate President Francis “Chiz” Escudero at Senador Grace Poe ang kumilala sa kahalagahan ng check and balances sa proseso ng lehislatibo dulot ng naantalang paglagda sa 2025 General Appropriation Act (GAA).
Sa magkahiwalay na pahayag, sinabi ni Escudero na ipinakikita lamang ng naantalang paglagda sa badyet ang karapatan ng Executive Branch alinsunod sa itinakda ng 1987 Constitution, kabilang ang pagrerebyu at pagtatakda ng line-item vetoes sa panukalang pondo.
“This is part of the legislative process and the system of checks and balances in our Constitution. The Executive is well within its rights and prerogatives to review, study, and make line-item vetoes— as is usually done every year with the General Appropriations Bill— especially given its length, complexity, and detail,” ayon kay Escudero.
Sinusugan naman ni Poe ang sentimyento ni Escudero sa pagsasabing “isang simbolo ng malusog na demokrasya ang pagrebyu sa badyet.
“We have to support the checks and balances of our budgetary process. The President has the authority to assess the budget and approve or veto the proposed GAA. I believe his economic managers are giving the President the best advice possible given the situation,” ayon kay Poe.
Kinilala din ni Poe ang kritikal na papel ng GAA sa paghubog ng ekonomiya sa hinaharap, kaya itinuturing niya ang naturang pondo bilang “most important piece of legislation” upang matiyak ang katatagan sa ekonpomiya at palaguin ang GDP sa 2025.
Nananatiling optimistiko ang lider ng Kapulungan na malalagdaan ang badyet bago magtapos ang taon upang maiwasan ang reenacted budget scenario.
Umatras ang Palasyo sa target date bago lagdaan ang 2025 General Appropriations Bill (GAB) upang magkaroon ng “rigorous and exhaustive” review sa panukala. Ernie Reyes
