MANILA, Philippines- Inaprubahan ng National Economic and Development Authority (NEDA) Board, pinamumunuan ni Pangulong Ferdinand Marcos Jr., ang pagpapalabas ng isang executive order (EO) na magpapatupad sa mga pangako sa ilalim ng Philippines-South Korea Free Trade Agreement (FTA) at dalawang major infrastructure projects na nagkakahalaga ng P63.2 billion.
Ang FTA ay nakahanay sa mga kasunduan na ginawa sa 2023 Indonesia discussions. Ang South Korea ay magkakaloob ng preferential duty-free entry para sa 11,164 Philippine products, na nagkakahalaga ng $3.18 billion o 87.4% ng total imports ng South Korea mula sa Piipinas.
Ayon sa Philippine Statistics Authority (PSA), ang South Korea ay nasa ika-anim sa hanay ng mga naglalakihang importer ng Philippine products, bumili ng $293.43 milyong halaga ng goods noong Oktubre.
Ang South Korea rin ang itinuturing na pangatlong largest export partner ng Pilipinas, ang South Korean exports sa bansa ay umabot na sa $989.72 million.
“The [free trade] agreement will support government efforts to manage competition exclusion vis-à-vis ASEAN Neighbors, encourage more foreign direct investments, and secure more preferential concessions than those currently available under the ASEAN-Korea FTA and the Regional Comprehensive Economic Partnership Agreement,” ayon sa NEDA.
Matatandaang noong Mayo, sinabi ni Pangulong Marcos na ang ratipikasyon ng FTA kasama ang South Korea ay inaasahan ngayong taon, may negosasyon na makapagpapalabas sa ‘better terms of trade’ sa ‘semiconductors, automotive parts, at prutas.’
Inaprubahan din ng NEDA Board ang P37.5-billion Ilocos Norte-Ilocos-Sur-Abra Irrigation Project (INISAIP) ng National Irrigation Administration (NIA), na nakatakdang tubigan ang agricultural lands ng hanggang 14,672 ektarya sa panahon ng wet season at 13,256 ektarya sa panahon ng dry season sa iba’t ibang bahagi ng tatlong lalawigan.
Kabilang sa proyekto ay ang konstruksyon ng ‘earth at rockfill dam’ sa kabila ng Palsiguan River sa Abra, isang afterbay dam sa Nueva Era sa Ilocos Norte, at iniuugnay sa irrigation canals na nagsisilbi bilang pangunahing irrigation systems.
Nakatakda rin nitong isama ang renewable energy components gaya ng hydroelectric power plants at solar power farm sa pamamagitan ng public-private partnership.
“With a six-year implementation period, INISAIP will benefit approximately 32,604 families, significantly improving their livelihoods and fostering sustainable economic development in the Ilocos and Cordillera regions,” ang sinabi ni NEDA Secretary Arsenio M. Balisacan.
Binigyan din ng NEDA Board ng go signal ang P25.7-billion Accelerated Bridge Construction Project for Greater Economic Mobility and Calamity Response (ABC Project) ng Department of Public Works and Highways na mamamahala sa konstruksyon ng 29 na tulay sa iba’t ibang bahagi ng bansa.
Ang proyekto ay tutustasan sa pamamagitan ng isang official development assistance (ODA) loan mula sa French government at isasakatuparan sa dalawang sangkap, “one comprising seven long bridges from January 2025 to December 2029, and another consisting of 22 calamity response bridges from January 2025 to December 2027.”
Gayundin, inaprubahan ng Board ang adjustments sa limang nagpapatuloy na proyekto kabilang na ang project scope, cost, partial loan cancellation, at ekstensyon ng pagpapatupad ng period of loan validity:
Value Chain Innovation for Sustainable Transformation in Agrarian Reform Communities (VISTA) ng Department of Agrarian Reform (DAR);
Health System Enhancement to Address and Limit (HEAL) COVID-19 Project ng Department of Health (DOH);
Panglao-Tagbilaran City Offshore Bridge Connector (PTCOBC) Project ng Department of Public Works and Highways (DPWH);
Metro Manila Interchange Construction Project, Phase VI (MMICP VI) ng Department of Public Works and Highways (DPWH); at
North-South Commuter Railway (NSCR) System Project – Malolos-Clark Railway Project (MCRP), Tranche 1 ng Department of Transportation (DOTr).
