WHEN heavy rains flooded communities across Metro Manila, Navotas delivered a message. Flooding may be a reality, but it does not have to be an unavoidable fate.
Navotas was among CAMANAVA flood-prone cities. Its coastal location, waterways and exposure to Manila Bay made it vulnerable to typhoons, Habagat, heavy rains and high tides.
But during the recent Habagat, Navotas stood out.
While other areas struggled with floodwaters, the city remained largely protected, showing the value of preparation, infrastructure and leadership.
This achievement reflects years of flood-control planning advanced by the Tiangco brothers, Congressman Toby Tiangco and Mayor John Rey Tiangco, with national government agencies.
Their approach is simple. Since Navotas cannot change its geography, it must strengthen its defenses against water.
Pumping stations must function. Floodgates and navigational gates must operate. Dikes and waterways must be maintained. The entire flood-control network must work together before, during and after heavy rainfall.
The rehabilitation of non-operational pumping stations and improvements to flood-control facilities are now producing results. Flooding has been reduced, while water drains faster.
Public Works Secretary Vince Dizon’s recognition of Navotas as a model for other flood-prone communities gives Navotas’ experience greater significance.
Still, the Tiangcos know the job is unfinished. More protection is needed against high tides, strong waves and unpredictable weather.
That is the real lesson from Navotas.
Flood control is not a one-time project. It demands constant preparation, maintenance, innovation and leadership.
Navotas is showing that geography may create vulnerability, but smart governance can change the outcome.
The Tiangco brothers’ most lasting legacy may be proving that flooding is not inevitable when leaders prepare before the waters rise.
