MANILA, Philippines – Nanawagan si Rep. Rodge Gutierrez ng 1-Rider party-list na ipatigil muna ang pagpapatupad ng No Contact Apprehension Policy (NCAP) at magsagawa ng imbestigasyon sa Kamara tungkol dito.
Aniya, may matagal nang mga isyung hindi natutugunan gaya ng kakulangan sa malinaw na legal na basehan, pagkaantala ng notice of violation, at kakulangan sa due process.
Bagama’t bahagyang inalis ng Korte Suprema ang TRO noong 2022, iginiit ni Gutierrez na walang malinaw na pagbabago sa pagpapatupad ng NCAP.
“We have always had questions on NCAP implementation. This involves issues of fairness and due process. We have to remember the concerns about it in the past such as unclear lane markings, conflicting road signs and delayed issuance of notice of violation and the accumulation of penalties,” ani Gutierrez sa reporters.
“These were the original concerns in 2022 but because the Supreme Court issued a TRO, the policy was suspended. And now the Supreme Court partially lifted the TRO for those roads under MMDA jurisdiction. We waited to see if the NCAP implementation will be any different now since the TRO was lifted, but it would appear that the lifting of the TRO is not so much in relation to any remedies that were done, but more on the appeal of the MMDA that it will be required for EDSA rehabilitation,” dagdag pa ni Gutierrez, na isa ring abogado.
Kabilang sa kanyang mga reklamo ay ang kalituhan sa mga road markings, huling padala ng notice, at di-makatarungang multa.
Dagdag niya, maganda ang layunin ng NCAP, pero kailangang ayusin muna ang sistema bago ito ipagpatuloy. RNT
