INIHAYAG ng pamunuan ng Bureau of Internal Revenue (BIR) na umabot na sa mahigit P300 bilyon ang nawalang kita ng bansa dahil sa pagdami ng mga “ghost receipts”.
“The investigations on those buying ghost or fake receipts are ongoing. We have filed cases already and in the coming weeks more cases will be filed against those buying ghost receipts,” ani BIR Commissioner Romeo Lumagui Jr.
Ayon kay Lumagui, kung ang kabuuang halaga ng mga itinuturing na ghost receipts na inisyu hanggang sa kasalukuyan ay nasa P1.3 trilyon ay hahatiin sa 25% income tax at 12% value-added tax, ang magiging resulta ay P370 bilyon.
“With ghost receipts, if you compute the total purchases… calculate the VAT and then the income tax, that amount [P370 billion] came out as revenue loss,” giit ni Lumagui.
Dagdag pa ni Lumagui, ang problema sa mga ghost receipt ay nagpapatuloy sa halos 20 taon sa lahat ng iba’t ibang sektor.
Nabatid pa sa BIR Chief na nasa higit 100 “ghost corporations” ang nilikha para magbenta ng mga ghost receipts kung saan ang mga pekeng resibo ay mga resibong ibinibigay ng mga ‘ghost corporations’ para ipalsipikado ang mga transaksyon.
“Ghost corporations are registered with the SEC, so these are true corporations but they do not have real products or services for their customers. They sell their receipts to legitimate businesses,” ayon sa BIR Chief.
“Now, these receipts are used by buyers of ghost receipts to fabricate expenses and use as supporting evidence and their input VAT. The buyers’ purpose is to reduce their income tax and VAT through ghost receipts,” dagdag pa nito.
Napag-alaman na nitong Hunyo ay nagsampa ng criminal complaint ang BIR laban sa tatlong kompanya para sa umano’y tax evasion habang ang mga respondents ay bumili ng peke o ghost receipts upang mabawasan ang kanilang mga pananagutan sa buwis.
Bukod dito ay nagsampa din ang BIR ng reklamo laban sa apat na ghost corporations nitong Mayo kung saan nagbebenta umano ang mga ito ng mga pekeng resibo sa mga lehitimong negosyo na ginamit naman para makaiwas sa mga buwis na nagresulta sa pagkawala ng kita na P25.5 bilyon. JR Reyes
