MANILA, Philippines – NABAWI ng Department of Education (DepEd) ang P65 milyon mula sa 54 pribadong eskuwelahan na nasa Senior High School voucher program.
Ito’y habang nagpapatuloy ang imbestigasyon sa nasabing anomalya.
Sinabi ng DepEd na ang 54 private schools na may tanda ng iregularidad, 38 ang “fully refunded the government,” habang dalawa naman ang nagsagawa ng partial refunds.
“However, 14 schools have yet to return the funds, and final demand letters will be issued to ensure compliance,” ang sinabi ng DepEd.
“DepEd noted that further investigation is needed to determine whether these financial irregularities constitute fraud,” ayon pa rin sa departamento ukol sa nabawing pondo.
Tinatayang may 12 eskuwelahan ang nananatling iniimbestigahan ng DepEd sa ilalim ng SY 2023-2024, habang tatlong eskuwelahan naman ang kinilala ng Government Assistance and Subsidies Service at isang report ang isinumite sa National Bureau of Investigation (NBI) para sa isang naaayon na imbestigasyon.
Sa kabilang dako, nakikipagtulungan naman ang DepEd sa Private Education Assistance Committee para palakasin ang oversight at accountability para sa kasalukuyang school year.
“Among these actions are cross-referencing and verification of information and the conduct of 100 percent system audit as well as random field visits to participating private schools,” ang tinuran ng DepEd.
“DepEd’s regional and schools division offices have been mobilized to carry out inspections and submit detailed reports to the Central Office. Tightening of the validation processes have likewise been implemented to ensure that only eligible learners benefit from the program,” dagdag na wika nito.
Maliban dito, sinabi ng departamento na ang Private Education Office nito ay nagde-develop na ng mahigpit na regulatory compliance.
“The Information and Communications Technology Service (ICTS) is likewise enhancing digital safeguards, including features on audit trail, automated email notifications for system changes, and a full school history of learners,” ang sinabi pa rin ng DepEd.
Nauna rito, tinapos na ng DepEd ang partisipasyon ng 55 eskuwelahan sa senior high school voucher program nito sa gitna ng alegasyon na “ghost students.”
Kadalasan, ang mga nagpapartisipang eskuwelahan ay mayroong 100 hanggang 1,000 benepisaryo kada isa. ang voucher ay nagkakahalaga ng P14,000 hanggang P22,500 depende sa lokasyon ng estudyante.
Noong nakaraang buwan, sinabi ng Coordinating Council of Private Educational Association na suportado nito ang imbestigasyon ng DepEd hinggil sa di umano’y “ghost students”.
Binigyang diin nito ang “more efficient” na pagtarget sa mga benepisaryo na makatutulong sa voucher program na mas ligtas mula sa potential fraud. Kris Jose
