Pag-amyenda sa foreign exchange regulations aprubado ng BSP

MANILA, Philippines – Inaprubahan ng Bangko Sentral ng Pilipinas (BSP) policy-setting Monetary Board ang mga amyenda sa foreign exchange regulations.

Sa pahayag, sinabi ng BSP na ang pag-amyenda sa foreign exchange regulations ay bahagi ng commitment ng central bank para sa pangangasiwa ng accesss sa foreign exchange resources ng authorized agent banks o ang kanilang subsidiary/affiliate foreign exchange corporations para sa mga lehitimong transaksyon, at pasimplehin ang documentary requirements, procedures, at reporting.

“This is part of the continuing efforts of the BSP to review the foreign exchange regulatory framework and support the country’s thrust to promote a policy environment conducive to sustained inflow of investments to help foster economic development and growth,” saad sa pahayag ng BSP.

Kabilang sa major amendments ang mga sumusunod:

– allowing foreign investments registerable with registering authorized agent banks (such as investments in government securities, securities listed at the Philippine Stock Exchange) to be registered upon reporting by the registering authorized agent bank to the BSP, subject to compliance with the applicable guidelines the Manual of Regulations on Foreign Exchange Transactions, as amended
– dispensing with the issuance of Bangko Sentral Registration Documents for the aforesaid foreign investments registered with the BSP through the registering authorized agent banks
– streamlining the reporting forms/procedures pertaining to these foreign investments

Ayon sa BSP, ang transitory period ay tatagal hanggang Setyembre 30, 2024 para bigyan ng pagkakataong makapaghanda ang mga authorized agent banks na magrerehistro at makagawa ng adjustments sa kanilang mga sistema at proseso upang masiguro ang compliance sa bagong reporting guidelines.

Sinabi pa ng central bank na ang implementing circular sakop ang mga amyenda ay eepekto 15 banking days matapos ang paglalathala nito sa Official Gazette o sa pahayag sa general circulation sa bansa. RNT/JGC
