Patakaran sa pagbibigay ng eligibility sa mga miyembro ng Sanggunian inamyendahan ng CSC

MANILA, Philippines- Inamyendahan ang resolusyon na naglalayong bigyan ng civil service eligibility ang mga miyembro ng Sanggunian.

Sinabi ni Civil Service Commission (CSC) Chairperson Karlo Nograles na ang ginawang pag-amyenda ay naglalayong mas palawakin ang hanay ng Sanggunian Members na naghahangad na makapag- apply para sa career service positions.

“By amending the eligibility requirement for Sanggunian Members, we hope to recognize the years they have committed to serving the public as frontliners in local government units. Their wealth of experience and expertise constitutes a valuable contribution to the 1.9 million-strong civil service workforce,” ayon kay Nograles.

Ang bagong patakaran ay nakapaloob sa ilalim ng Resolution No. 2300882 na idineklara noong Setyembre 15, 2023, inamyendahan ang CSC Resolution No. 1300486 na may petsang Marso 6, 2013.

“This new rule adopts and prescribes the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 10156, also known as “An Act Conferring Upon Members of the Sangguniang Bayan, Sangguniang Panlungsod, and Sangguniang Panlalawigan, the Appropriate Civil Service Eligibility under Certain Circumstances, and for Other Purposes,” ayon sa ulat.

Alinsunod sa R.A. 10156, ang Sanggunian Member Eligibility (SME) ay maaaring ibigay sa mga sumusunod na Sanggunian Members, na halal matapos maging epektibo ang Local Government Code of 1991:

  • Vice Mayor, bilang presiding officer para sa Sangguniang Bayan o Sangguniang Panlungsod;

  • Vice Governor, bilang presiding officer para sa Sangguniang Panlalawigan; at

  • regular Sanggunian Members ng Sangguniang Bayan, Sangguniang Panlungsod at Sangguniang Panlalawigan.

Samantala, sinabi ng CSC, ang SME ay hindi hindi maaaring igawad sa Sanggunian Members, na hindi nahalal sa kabuuan o sa pamamagitan ng political district:

  • Presidente ng provincial, city, o municipal chapter ng Liga ng mga Barangay;

  • Presidente ng panlalawigan, panlungsod, at pambayang Pederasyon ng mga Sangguniang Kabataan; at

  • Sectoral representatives sa Sanggunian Panlalawigan, Bayan, o Panlungsod.

“The first level SME is open for those who have served as Sanggunian Member for an aggregate period of six (6) years and have completed at least seventy-two (72) units leading to a baccalaureate or bachelor’s degree; while the second level SME is for officials who have served as Sanggunian Member for an aggregate period of nine (9) years and have completed a baccalaureate/bachelor’s degree,” ayon sa CSC.

“In both cases, the degree program must be recognized by Commission on Higher Education and obtained from a Private Higher Education Institution in the Philippines, or from a State/Local College with baccalaureate/bachelor’s degree included in its Charter, or baccalaureate/bachelor’s degree duly approved by its Board of Trustees/ Board of Regents. (CSC Resolution No. 1801099, 09 October 2018),” ayon pa rin sa komisyon.

Sa ilalim ng bagong CSC resolution, ang taon ng serbisyo na nakasama na sa komputasyon ng pinagsama-samang taon para mabigyan ng Sanggunian Member First Level Eligibility ay maaari nang makasama sa komputasyon para sa aplikasyon ng Second Level Eligibility.

Gayunman, “the computation of aggregate years of service does not include years of service in other positions held in the Sanggunian in which the functions do not belong to that of a Sanggunian Member, as well as the years of service of the Sanggunian Member in the Sanggunian during the term in which their supposed election was recalled by appropriate authority.”

Ang Sanggunian Member First Level Eligibility ay applicable para sa “entrance at promotion” sa first level career service positions, habang ang Sanggunian Member Second Level Eligibility ay applicable para sa “entrance at promotion” sa first level at second level career service positions.

Sa ilalim ng bagong resolusyon, ang lahat ng aplikasyon para sa SME na nauna nang tinanggihan ay maaari nang muling ihain ng kahit na sinumang aplikante, dapat lamang na sumunod sa mga ginawang pagsusog at sa at resubmission ng requirements.

“The prescriptive period of filing of application has also been removed, allowing qualified applicants to apply at any time as long as they meet all the requirements. However, the grant of eligibility based on the amendments under said resolution shall take effect only for applications filed anew or upon the effectivity of the amended IRR,” ang nakasaad sa ulat.

Maaaring makita ng mga interesadong aplikante ang kompletong probisyon at impormasyon ng SME sa CSC website sa www.csc.gov.ph.

Ang CSC Resolution No. 2300882 ay inilathala sa pahayagan na may general circulation noong Disyembre 15, 2023 at Pebrero 10, 2023. Naging epektibo noong Pebrero 26, 2024. Kris Jose
