MALABON City Mayor Jeannie Sandoval has delivered her 4th SOCA (State of the City Address), highlighting her administration’s achievements on good governance and opportunities for Malabueños.
Sandoval detailed how her administration’s Lucky 9-Point Agenda continues to spark economic growth and enhance public services.
Under her stewardship, the city government has introduced various programs that fortified the local economy and supported micro, small and medium enterprises, among others. From 2023 to 2026, registered businesses grew by 19.64 percent with 7,104 active business permits sustained.
“The administration likewise promoted local tourism via heritage tours while streamlining investment facilitation and business services,” the city’s first female mayor said.
With education being one of the top priorities, Sandoval took pride in the City of Malabon University securing full institutional recognition from the Commission on Higher Education—enabling over 5,900 students to benefit from free tertiary education.
Creating safer, more resilient communities, the Sandoval administration said it relocated 798 families to permanent housing and built additional housing units, and made significant infrastructure upgrades—such as improved drainage systems, pumping station projects, and reinforced flood-mitigation and environmental protection measures.
She said healthcare services were strengthened through medical missions, surgical procedures and establishment of new health facilities as well as expansion of preventive care programs and provision of free medicines to the residents.
Simultaneously, social protection programs continued to uplift thousands of Malabueños through the MABC (Malabon Ahon Blue Card), rice and cash assistance, emergency and medical aid, employment and educational support, Sandoval said.
Not to be left behind, welfare benefits for city government employees have also been enhanced, she said.
“As we mark our fourth year in office, our direction is unmistakable. The foundation we have laid is solid, the programs we have started are bearing fruit, and the projects we are advancing today will unlock even greater opportunities in the years ahead.”
“We are not starting over—we are fortifying our gains, expanding proven programs, and raising the standard of public service so that more Malabueños can benefit,” according to Malabon’s chief executive.
