AT a time when budget discussions are often complicated and divisive, Senator Erwin Tulfo made the issue simple and clear: Filipinos in crisis must not be left without help.
This straightforward but powerful message helped unite members of the bicameral conference committee and led to the approval of more than ₱63 billion for the Assistance to Individuals in Crisis Situations in the proposed 2026 national budget.
Sen. Tulfo’s strong position came from real experience. Before becoming a senator, he served as Secretary of the Department of Social Welfare and Development, the agency that runs AICS.
He explained to lawmakers that assistance funds are often used up before the year ends. By October or November, especially after several typhoons or other disasters, the DSWD is forced to request emergency funds just to continue helping people.
Tulfo had personally faced this problem, which is why he insisted that the agency must be given enough budget from the start.
Some lawmakers earlier worried that AICS could be used for politics, which was why the program was initially reduced.
Tulfo addressed this concern directly. He agreed that proper rules and monitoring are important, but he stressed that reducing the budget would only hurt ordinary Filipinos.
With other aid programs no longer funded in 2026, millions of people will depend on AICS for medical help, school support, burial assistance and emergency relief.
Because of this clear explanation, bicam members from both the Senate and the House agreed to increase the fund.
They recognized that AICS is not a luxury, but a lifeline for families facing sudden hardship. The decision showed that when the focus is on people, unity is possible.
As the budget moves forward, Tulfo said the work is not yet done. He committed to making sure the funds are used properly and reach those who truly need them.
By combining experience, concern for the poor and a promise of accountability, Sen. Tulfo played a key role in securing help for millions of Filipinos — and in bringing Congress together for a common cause.
