
POLICE Brigadier General Arnold Evangelista Abad has been appointed as the new Director of the Northern Police District, covering the urban areas of Caloocan, Malabon, Navotas, and Valenzuela — collectively known as CAMANAVA.
His assignment comes as part of a broad organizational reshuffle ordered by Philippine National Police Chief Gen. Nicolas Torre III, aimed at aligning police leadership with key performance goals and community-focused reforms.
Abad brings with him an impressive record of service in the PNP.
A graduate of PNP Academy Class of 1996 known as Kaagapay, he has held several leadership positions, including Director of the Cavite Provincial Police Office, Deputy Director and Chief of Staff of the PNP Training Institute and various roles in administrative and operational units.
These experiences helped sharpen his strategic thinking, leadership discipline and hands-on knowledge in law enforcement — skills that are crucial in leading a district as complex and high-pressure as NPD.
