MANILA, Philippines – Ipinagpaliban ng Metro Manila Council (MMC), ang governing board at policy-making body ng Metropolitan Manila Development Authority (MMDA), ang implementasyon ng bagong 7 a.m. to 4 p.m. work schedule mula Abril 15 ay ginawang Mayo 2.
Sa joint press conference nitong Biyernes, Abril 12, sinabi ni MMDA Acting Chair Romando Artes at San Juan City Mayor at MMC president Francis Zamora, na ang pagpapaliban sa implementasyon ay upang magbigay ng sapat na oras para sa local government units (LGUs) at publiko na maghanda sa transition ng adjusted work hours.
Inaasahang magbibigay ng positibong epekto ang bagong work schedule sa daloy ng trapiko sa Metro Manila.
“[Even] with only 22 percent of the total 645,000 permanent government employees in National Capital Region having vehicles, peak hours will be spread out. There is also a huge impact in public utility vehicles ridership with almost half a million government employees commuting. From our observation, 4 p.m. is off-peak hours in terms of ridership, the employees can easily go home while those in the private sector can expect decongested public transportation,” ani Artes.
Para kay Zamora, ang bawat lokal na pamahalaan ay maaaring bumuo ng kani-kanilang flexible work arrangements na naaayon sa kanilang pamahalaan upang masiguro ang hindi naaantalang paghahatid ng serbisyo.
Samantala, hindi naman sakop ng adjusted working hours ang mga opisina at departamento na nag-aalok ng front-line services.
“There are many services that the local governments are offering, most are predominantly office-based while some are on-the-ground. But in general, time of transaction in usual offices will be from 7 a.m. to 4 p.m. but the local government must ensure that all clients will be accommodated even until 5 p.m.,” ayon kay Zamora.
Samantala, nilinaw ni Artes na hindi magkakaroon ng adjustment sa number coding hours sa kabila ng adjusted work hours. RNT/JGC
