MANILA, Philippines- Ipinag-utos ng National Water Resources Board (NWRB) na itigil ng kontrobersyal na resort sa Chocolate Hills protected area sa Bohol ang deep well water extraction activities nito dahil sa kakulangan ng kaukulang permit.
Sa panayam nitong Miyerkules, sinabi ni NWRB Executive Director Ricky Arzadon na binigyan ang ahensya ng kopya ng resulta ng imbestigasyon sa Captain’s Peak Garden and Resort sa bayan ng Sagbayan.
“I was given a copy of the investigation report… and we found out that this resort is utilizing deep wells for their water [supply]. Based on our records, they have no water rights or water application,” pahayag ni Arzadon.
“That’s an illegal extraction of water. I have to immediately issue a CDO [cease and desist order] for them to stop utilizing or extracting water,” dagdag niya.

Inihayag ng NWRB official na walang kaululang permit ang pagkuha ng resort ng tubig mula sa deep wells.
“That’s illegal. That’s even a criminal offense,” giit ni Arzadon.
Sinabi pa niyang sinisilip ng NWRB na magsampa ng kaso laban sa resort.
Sa pag-isyu ng CDO, binigyan ang resort ng pagkakataong magpaliwanag, batay sa NWRB official.
“Based on their explanation, then we will assess if we need to file a criminal case against them,” ani Arzadon, at binanggit na binigyan ang resort ng 15 araw mula sa pagkakatanggap ng CDO upang magsumite ng kanilang paliwanag.
Noong Biyernes, sinabi ng Department of Environment and Natural Resources (DENR) na maaaring patawan ang Captain’s Peak Garden and Resort ng hanggang P5 milyong multa dahil sa pagsasagawa ng operasyon sa Chocolate Hills protected area nang walang environmental compliance certificate (ECC).
Kumalat sa social media ang mga video at larawan ng mga pasilidad nito—kabilang ang swimming pools, slides, cabanas, at cottages—na napalilibutan ng tanawin ng Chocolate Hills.
Matatandaang inanunsyo ng Captain’s Peak and Garden Resort ang pansamantala nitong pagsasara. Kinansela na rin ng Sagbayan local government ang business permit nito.
Gayundin, naglabas ang Department of Environment and Natural Resources (DENR) ng cease and desist order laban sa resort noong nakaraang linggo dahil sa pagpapatakbo sa resort kahit wala itong environmental clearance certificate (ECC).
Nag-isyu ito ng temporary closure order laban sa resort noong September 2023, na ayon sa local governments ng Bohol at Sagbayan ay kamakailan lamang nila napag-alaman.
Sinimulan ng Office of the Ombudsman ang sarili nitong imbestigasyon ukol sa isyu, habang bumuo naman ang Department of the Interior and Local Government (DILG) ng task force upang busisiin ang posibleng pananagutan ng local government officials.
Itinalaga ang Chocolate Hills at nakapalibot na lugar dito bilang National Geological Monument and Protected Landscape alinsunod sa Proclamation 1037 noong July 1, 1997 bilang pagkilala sa “unique geological formations and the importance of covering this wonder for future generations” nito.
Kinikilala ng United Nations Educational, Scientific and Cultural Organization (UNESCO) ang Chocolate Hills Natural Monument bilang bahagi ng prestihiyosong World Heritage List. RNT/SA
