DISCIPLINE is the backbone of any law enforcement institution and for Police Regional Office 3, it is non-negotiable.

Reinforcing this principle, PRO3 intensified its internal cleansing drive from January 1 to April 30, 2026, demonstrating a firm commitment to accountability, integrity and professionalism within its ranks.

During the four-month campaign, PRO3 resolved 73 administrative cases involving 98 personnel composed of 20 Police Commissioned Officers, 77 Police Non-Commissioned Officers and one Non-Uniformed Personnel.

Sanctions reflected the seriousness of violations: 13 personnel were dismissed from service, 36 suspended, five reprimanded, two demoted, and 17 exonerated after thorough investigation and strict observance of due process.

The PRO3 Director emphasized that discipline remains non-negotiable, stressing a zero-tolerance policy on misconduct.

Mendez underlined that accountability applies to all ranks, ensuring that violations are met with appropriate sanctions while upholding fairness and due process.

His leadership signals a clear directive: integrity and professionalism are expected at every level of the organization.

Aligned with the ‘Focused Agenda’ of PGen. Jose Melencio ‘Tateng’ Nartatez Jr., the internal cleansing initiative strengthens the Philippine National Police’s commitment to transparent, ethical, and service-oriented policing.

Beyond enforcement, the campaign restores and sustains public trust by demonstrating that misconduct is neither tolerated nor ignored.

Through these measures, PRO3 continues to build a disciplined, accountable and professional police force.

Under Mendez’s leadership, the message is unmistakable: misconduct has no place in the organization and discipline is the foundation of effective public service, integrity and trust.
