STRENGTHENING STL BEFORE PROBLEMS GROW

THE Small Town Lottery was never created simply to generate billions of pesos for the government.

Its bigger mission was to provide a legal alternative to jueteng while raising funds for charity through the Philippine Charity Sweepstakes Office.

On paper, the program has delivered impressive results. STL has contributed substantial revenues that finance medical assistance, hospital support, calamity response and other social services benefiting millions of Filipinos.

That alone proves the program remains an important pillar of the PCSO’s charitable mission.

But success should not prevent continuous evaluation.

Reports of illegal numbers games continue to emerge in some areas, raising a legitimate policy question: Is STL achieving its original purpose as effectively as intended?

Equally worth examining are observations that STL betting stations have become more visible than traditional Lotto outlets in several communities.

Whether this reflects a nationwide trend or isolated cases deserves an objective assessment.

These issues should not be viewed as accusations but as opportunities to strengthen an already valuable program.

A comprehensive review can identify operational gaps, ensure strict compliance among authorized operators, protect legitimate Lotto businesses and prevent illegal gambling from exploiting weaknesses in the system.

This is where the leadership of PCSO General Manager Melquiades “Mel” Robles becomes especially significant.

Entrusted by President Ferdinand Marcos Jr. to lead one of the country’s most important government corporations, Robles has the opportunity to further reinforce transparency, accountability and public confidence in STL.

After all, the true measure of STL’s success is not only the billions it earns for charity, but whether it effectively curbs illegal gambling, safeguards the integrity of PCSO gaming and ensures every peso reaches the Filipinos who need it most.
