FLOOD CONTROL PROJECTS INSIDE QC HIGH-END VILLAGE?

WHY are millions of pesos in government funds being spent to build flood control projects inside a private, high-end subdivision — while nearby poor communities continue to suffer from floods?

This is the question raised by former Quezon City Councilor Allan Butch Francisco, after uncovering two projects worth over ₱81 million inside the Neopolitan Brittany Subdivision in District 5, Quezon City.

This is a gated community where house and lot packages cost at least ₱30 million. The projects, under the Department of Public Works and Highways 1st Engineering District, are listed as “flood control rehabilitation” in Barangays Sta. Monica and Pasong Putik.

But residents are asking: are these projects really for public benefit — or for private comfort?

What’s worse, the contract titles do not even mention the name of the subdivision. Instead, they only list street names like Beverly, Bishop and Bradford Avenues — all located inside Neopolitan Brittany.

This raises suspicion that the project’s true location was intentionally hidden. On top of that, recent inspections show no workers, equipment or construction activity at all — despite the project supposedly being “on-going.”

If true, this could be another case of a ghost project or misuse of public funds.

This issue cannot be ignored. Flood control projects should go first to communities that are clearly affected — like Barangays Gulod, Bagbag and San Bartolome, where floods are a yearly disaster.

Public money must be used where it is needed most. It’s time for an independent investigation — perhaps by the Independent Commission for Infrastructure — to find out the truth.

Who approved these projects? Who really benefits? And are the people being left behind again?
